Research On The Effective Connection Between Poverty Alleviation And Rural Revitalization

The passed 2020,was a crucial year to win the battle against poverty resolutely and build a moderately prosperous society in all respects.It is a historic moment for achieving the first century goal.Under the current standards,all the rural people living in poverty and poor counties have been lifted out of poverty and the task of poverty alleviation by relocation has been completed,which eliminates absolute and overall regional poverty,creating a miracle in the history of human poverty reduction.The "14th Five-Year Plan" period is the first five years to take advantage of the momentum and march towards the second centenary goal.Rural vitalization is a major issue essential to national rejuvenation.In 2021,the No.1 document of the Central Committee put forward implementation opinions on comprehensively promoting rural revitalization and accelerating agricultural and rural modernization,making overall arrangements for the rural revitalization strategies.It is a urgent historical proposition to effectively link the achievements of poverty alleviation with the strategy of rural revitalization for comprehensive rural promotion.In response to the general requirements of vigorously implementing the rural revitalization strategy,this paper analyzes the achievements of poverty alleviation,studies the theoretical basis,necessity and problems of the effective connection between poverty alleviation and rural revitalization,and puts forward corresponding policy suggestions.By studying the difference and connection between poverty alleviation and rural revitalization,the significance and theoretical support,taking the P Town People’s Government of Baoding City as an example,this paper analyzes the difficulties such as slow ideological change,difficult industrial transformation and upgrading,poor policy linkage,and insufficient rural development motivation.In response to these difficulties,this paper proposes to strengthen policy training,promote industrial transformation and upgrading,explore new industrial development modes,integrate existing poverty alleviation industrial projects,and improve the performance appraisal system of poverty alleviation industrial projects;establish an effective coordination mechanism,study the existing achievements of poverty alleviation,and improve the dynamic adjustment mechanism of poverty alleviation;strengthen rural development motivation,optimize the grassroots governance system,increase rural talents,technical elements,and strengthen rural infrastructure construction.
