| With the deepening of the national reform of "delegating power,delegating power and serving the government" and the reform of the administrative examination and approval system,governments at all levels are constantly taking measures to optimize the business environment,so as to promote economic development and better serve the people.At present,many places have set up administrative examination and approval bureaus as pilot units,and Hebei is one of the eight pilot provinces.By December 2020,11 prefecture-level cities and172 counties(districts)under the jurisdiction of Hebei Province have all been established,realizing the dual coverage of municipal and county-level AEA.A large number of migrant workers into the city to work,to the government’s public service ability and government functions put forward a new challenge.At the same time,in 2020,the new outbreak,which has very strong infectivity,to handle affairs the crowd flow big administrative examination and approval of this bureau has brought a lot of pressure,also brought new challenges for the administrative examination and approval agency,namely how to control epidemic situation,does not affect the normal business enterprise,also can reduce the number of business the applicant to the hall,improve the ability of network examination and approval is a problem that needs to be considered.In the face of the new situation and new challenges,and the challenge of the epidemic,as well as the national requirements of "delegating power,delegating power and serving power" and the reform of the administrative examination and approval system,how to improve the administrative examination and approval bureau’s government service ability has become a realistic subject to be studied urgently.Taking the Administrative Examination and Approval Bureau of D City of Hebei Province as the research object,this paper analyzes the existing problems of the Administrative Examination and Approval Bureau of D City in the aspect of government services through comparative analysis,investigation and analysis and other methods,and puts forward targeted countermeasures and suggestions on the basis of drawing on the advanced experience of other cities.It is hoped that through the research on the administrative services of the Administrative Examination and Approval Bureau of D City,it can play a certain reference role for the administrative services of the Administrative Examination and Approval Bureau of other cities,improve the administrative services and optimize the business environment.The Administrative Examination and Approval Bureau of D City has the following problems in the aspect of government service: First,the top-level design is insufficient,mainly reflecting the imperfect work system,the lag in the revision of laws and regulations,and the difficult connection between examination and approval and supervision;Second,the overall quality of the staff needs to be strengthened,including the lack of professional knowledge and poor service awareness.Third,the "Internet + government services" platform is not effective enough to promote the development of information isolation,poor effectiveness and service of the website,weak awareness of information security and other phenomena.Based on the advanced experience of domestic regions--Wuhou District of Chengdu City,Hengshui City and Shanghai Bureau of Administrative Examination and Approval,the following countermeasures and suggestions are put forward:First,strengthen the top-level design,coordinate the connection mechanism between the Bureau of Examination and Approval and functional departments,promote the upper level legislation,and clarify the main body of supervision;Second,to improve the quality of personnel in various aspects,establish a sound post training mechanism,create the culture of government service center,and advocate the employment orientation;Third,strengthen the construction of websites,break down "information barriers",pay attention to user needs,improve data sharing capacity,pay attention to information security,and strive to achieve the "one network access" for approval items.There are two innovations in this paper.First,it summarizes the status quo of administrative services in the Bureau of Administrative Examination and Approval of D City,especially actively explores the practice of open application of government affairs under epidemic prevention and control.Currently,China is in the stage of epidemic normalization,and the government affairs center has a large flow of people,which can be used as a reference for the administrative examination and approval bureaus of other cities.Second,the Bureau of Administrative Examination and Approval has a large number of administrative services,which often require cross-departmental website approval.The "information barrier" has been perplexing the municipal Bureau of Administrative Examination and Approval.In order to break the "information barrier",this paper puts forward targeted suggestions on the government services of the Bureau of Examination and Approval from the perspectives of paying attention to the needs of users,improving data sharing,building a professional information team,and enhancing information security,which has strong reference significance for the website construction of the Bureau of Examination and Approval in other regions. |
