| China’s economy has developed rapidly and the society has made great progress,also new social contradictions are increasingly prominent since the reform and opening up.The traditional forms of crime are constantly changing and upgrading,which is a huge challenge to the public security police function.It is not only requires the public security organs based on police innovation,but also to deepen reform.The reform of the large-scale police system of public security organs is an important measure to fully implement the spirit of public security reform by the central and provincial committees.W County Public Security Bureau became the city’s large-scale police reform pilot units in response to the call of superiors.This paper chooses to take the W County public security organs as an example,introduce the specific content of the reform of the Public Security Organs of W County,compare the performance before and after the reform by using the balanced scoring method through the analysis and research of the related theory of performance management.Also combine the mission and strategic objectives of the W County Public Security,and construct the W County Public Security Performance Evaluation Index System on the basis of the four dimensions of drawing the strategic map and the balanced scorecard,and analyze the data before and after the reform.It can be confirmed that after the reform of the W County Public Security Police,the results in law enforcement ability,comprehensive performance,service ability,social stability and control ability have been remarkable through data analysis.However,there are still shortcomings mainly reflected in the following five aspects: First,the integration of functions is not in place,flat management implementation is difficult;Second,the construction of cooperation mechanism between large departments still needs to be strengthened;Thirdly,the individual skills of the police are still difficult to achieve the goal of police development.Fourth,the reform of police stations in mountainous areas is unreasonable;Fifth,welfare assessment and other supporting mechanisms are not sound,small career development space.Based on the actual situation of public security in W county and from the perspective of combining theory with practice,under the guidance of the theory of public management,the following five Suggestions are put forward for the major police reform of public security organs in W county.Second,to "big training" as an opportunity to pay close attention to the individual skills of the police;Third,optimize the setup of the organization by taking the fine-tuning after the reform as the tangential point;Fourth,take the quantitative assessment as the starting point,implement the assessment reward mechanism;Fifth,take "from the superior police" as the guide,improve the team fighting capacity. |
