Research On The Influencing Factors Of Government Response Differences In The Network Political Platform Based On TOE Framework

The network political platform has become an important starting point for cities to promote the modernization of governance.As a mechanism of public participation,fairness should be considered while pursuing efficiency and quality.Fairness and justice should be the core value orientation of its pursuit.However,in the process of government response,the city government often ignores the problem of government response difference and its serious consequences.In today’s information explosion era,citizens will compare the government’s response to the same or similar demands with themselves through social networks and social media,and the sense of injustice caused by the difference in response is inevitable.Therefore,the city government will be blamed for the lack of government responsibility in responding to citizens’ demands and treating them differently.So,this study explores the issue of government response differences from a fair perspective,measures the size of response differences and the reasons that affect response differences through empirical methods,and proposes effective measures to reduce response differences.This paper takes 85 cities’ network political platform as an example,innovatively uses the Gini coefficient method to measure the two indicators of government response difference,namely,the difference of government response duration and response result,and analyzes the influencing factors of government response difference of urban network political platform.The findings are as follows:(1)there are obvious differences in government responses of the current urban network political platform,showing four trends: obvious differences in government responses;obvious differences in government response results;model government responses;the difference of government response time is obvious.(2)Based on the theory of TOE framework,it is found that diverse appeal expression methods,subdivided appeal field classification,and subdivided appeal type classification can effectively reduce the difference in the length of government response,and only some of them can reduce the difference in government response results.The information-transparent platform design also affects the government’s response duration and differences in response results.The mixed response institutions in organizational factors can effectively reduce the difference of government response duration and result.The perfect response duration specification in organizational factors can reduce the difference of government response duration,but it will lead to the increase of response result difference.The improvement of field system construction helps to reduce the difference of government response results.The level of economic development and infrastructure construction in environmental factors will affect the difference of government response.Based on the research questions of this article,the value pursuit and principles of the government response of the urban network political platform are put forward: the urban network political platform should take fair as its value pursuit: the government response should adhere to the principle of allowing differences in government response,but maintaining in an appropriate range,and reasonably balance the difference of response duration and response result.At the same time,according to the results of empirical analysis,combined with the current situation and requirements of the development of urban network political platform in China,this paper puts forward four ways to optimize the government’s response path: establishing the regulatory system of government response differences,improving the design of network political platform,strengthening the regulation of government response system and increasing the input of government response resources.
