A Study On The Connection Between Inner Party Laws And National Laws

The Fourth Plenary Session of the 18 th CPC Central Committee creatively brought "complete legal norm system" and "perfect inner-party laws and regulations system" into the socialist legal system with Chinese characteristics.In strengthening the construction of inner-party laws and regulations,it was proposed that "we should pay attention to the cohesion and coordination of inner-party laws and regulations with national laws".The inner-party laws and regulations are the general term of the system that restricts all Party organizations and all Party members.The differences between inner-party laws and national laws lead to conflicts in the process of convergence.Therefore,in order to ensure the perfection of China’s rule of law system,we must make every effort to promote the effective convergence of inner-party laws and regulations and national laws.Based on the analysis and collation of the existing research results on the connection between inner-party laws and national laws,this paper makes an in-depth study and Discussion on the connection between inner-party laws and national laws.First of all,it defines the concept and "law" attribute of inner-party laws and regulations,proves the premise that inner-party laws and regulations can be connected with national laws,clarifies the relationship between them from the concept and nature of inner-party laws and national laws,and demonstrates the necessity of connecting inner-party laws and national laws by combing the connection and difference between inner-party laws and national laws.Secondly,this paper analyzes the current situation of the connection between the inner-party laws and the national laws and the problems existing in the poor connection,and explores the possible path to achieve the connection between the inner-party laws and the national laws.Finally,from the four aspects of self-improvement of inner-party laws and regulations,the formulation of laws,the implementation of laws and the supervision of laws,this paper provides suggestions for improving the connection between inner-party laws and regulations and national laws.
