Research On The Government Function In The Development Of Green Transportation In Wuhai City,Inner Mongolia

The 19th National Congress of the Communist Party of China put forward that ecological civilization is the millennium plan for the sustainable development of the Chinese nation.It requires four major tasks,namely,promoting green development,focusing on solving prominent environmental problems,accelerating the efforts of ecosystem protection,and reforming the ecological environment supervision system.It also makes clear arrangements for transportation power,green travel,and pollution prevention and control.The research shows that the transportation industry is not only a big energy consumer,but also a big emission consumer.At present,China’s total carbon emission ranks first in the world,and road transportation accounts for 74.5% of the total carbon emission of the transportation sector,which is the main force to achieve carbon emission reduction in the field of transportation.Therefore,to prevent and reduce the impact of transportation on the environment,we must change the development mode of transportation,improve the energy structure,improve the management mechanism of transportation energy conservation and emission reduction,and explore the establishment of a green,low-carbon and sustainable transportation system.The local government should play a leading role in the development of green transportation.How the government performs its functions has become a key factor in the development of urban green transportation.This paper selects Wuhai City in Inner Mongolia as the observation object,and makes a detailed investigation on the influence of Wuhai City Government’s performance of functions on the development of green transportation.It discusses the functions that local governments should perform in the development of green transportation from five aspects of organization guarantee,economic regulation,cultural propaganda,social governance and public service,and puts forward and analyzes the imperfection of government guarantee system,There are five major problems: the government’s weak guiding role,the lack of green and efficient logistics industry,the government’s lack of publicity on the concept of green transportation,the lack of government led development pattern with the active participation of all parties in society,and the lack of policy of Wuhai municipal government to ensure the priority development of public transportation The countermeasures and suggestions of adjusting measures to local conditions have reference significance for Wuhai municipal government to better perform its duties and promote Wuhai transportation industry to achieve the goal of green,efficient and sustainable development.
