Village is the product of keep up with the development of The Times and appear,it is not the part of the legal norms in our country,but it is an important content of folk law,it is in the maintenance of the rural social harmony and stability,dissolve the villagers disputes,promote the villager autonomy has the effect that cannot ignore,can not only promote national system in the construction of grass-roots,could even become the country’s laws and regulations.Although village regulations and didn’t get the exact recognition in the legal system in our country,but in the practice of the government’s actual social governance,these are not recognised by national laws and regulations,but it can play an effective role in rural production and living of village,is a "cure" handling disputes contradiction in rural,can not solve the contradictions of the village neighborhood through litigation,to achieve the goal of building a harmonious society,therefore,the rural governance,village regulations can play an irreplaceable role.At present,comprehensively promoting the rule of law has been applied to all levels of national social development.The harmonious development and stable rural governance conditions are the foundation of building a good society ruled by law,and the village rules and folk agreements play a very important role in this.Multiple subject construction,optimization and operation of rural governance system of collaborative work,the town of righteousness and the fourth plenary session of the party committee government to follow the party’s 18 on comprehensively advancing the rule of law "certain major issue decision" in the file request,has been clear about the work target,to promote the village regulations and state laws coordinated progress to become a reality,promote the construction of the rule of law in rural areas are widely popular,yan village town by setting,operation,make it become the important platform of rural governance "three integration" cure.This paper analyzes the existing problems in the construction of village regulations and civil contracts in the rural governance of Renyi Town,Rongchang District,Chongqing,and puts forward countermeasures for further improvement,so as to provide theoretical support for further promoting rural collaborative governance and promoting rural revitalization.This paper consists of six parts,the first part of the introduction.This paper expounds the research background,research significance,research status at home and abroad,research content,ideas,methods and innovation points.The second part introduces the core concepts and theoretical basis.Defining the key words of this paper,such as the rules and regulations for village governance and the construction of the rules and regulations for village,as well as several core concepts such as collaborative governance theory,which lays a foundation for the elaboration of the following chapters.The third part,taking the rural areas of Renyi Town in Rongchang District as an example,analyzes the effectiveness of rural governance of Renyi Town,the current situation of the construction of village regulations and civil contracts,as well as the construction foundation and influencing factors.The fourth chapter,Renyi Town field research,the main direction is under the existing governance framework,the questionnaire survey of village regulations and civil contract construction statistics;The fifth chapter analyzes the four problems existing in the construction of the village regulations and civil contracts in Renyi Town and the causes of the problems.Chapter Six,based on the reasons analyzed in the previous chapter,puts forward three aspects of optimizing the construction of village regulations and civil contracts.
