Study On The Effect Of Implementing Village Rules And Folk Contracts In The New Era Of Rural Governance

The 19th National Congress of the Communist Party of China officially proposed the implementation of the rural revitalization strategy,and the Fourth and Fifth Plenary Sessions of the 19th Central Committee of the Party clearly pointed out the promotion of the modernization of the national governance system and governance capabilities.In-depth promotion of rural governance in the new era is an inherent requirement for implementing the rural revitalization strategy,and it is also a key node for opening up the "last mile" of grassroots social governance.As the social capital and governance method of rural governance in the new era,village regulations and folk agreements are also an effective force for improving the "three governances in one" rural governance system.Therefore,in the new era of rural governance,it is not only necessary to formulate village rules and folk agreements,but also to ensure the implementation and operation of village rules and folk agreements in rural society.This can not only sink the depth of grassroots social governance and promote effective rural governance,but also fulfill the requirements and expectations of the "Rural Revitalization Promotion Law" on the village regulations and the people’s agreement.This article conducts a case analysis of the implementation and operation of the rules and regulations of the villages in Cizao Town,Jinjiang City,Fujian Province.It is intended to observe the effect of the implementation of the rules and regulations of the villages in Cizao Town from the perspective of the new era of rural governance,and analyze in detail the rules and regulations of the villages in the region.The operating elements,main content,and operating effects of the Secondly,on the basis of case analysis,we will conduct experience summaries and practical explorations on how to ensure the effective implementation of village regulations and folk agreements in Cizao Township in rural society,and then form a "Cizao experience" that can be copied and used for reference.Regional village regulations and folk agreements can be effectively implemented in rural governance in the new era to provide practical and empirical reference.At the same time,it reveals the difficulties and reasons encountered in the implementation and operation of village regulations and folk agreements in the new era of rural governance in my country.Be problem-oriented,absorb local excellent practical experience,and propose corresponding relief measures,so as to ensure that the village regulations can be implemented in the new era of rural governance.
