The township is the lowest level in the four level administrative system, China’s township governmentis the lowest level of administrative organs, administrative management system in China is the basics andfoundation of the party, and also guide the rural work primary Battle Fortress, It’sImportant task is leadingthe development of local economy, promoting the improvement of people’s livelihood,Maintaining Localsociety’s stability. The masses, in it, the villages and towns government image is representative of ourwhole administrative system and the image of the party, if the villages and towns government cannotlawfully, reasonable exercise of service function, it will inevitably cause the party and the country in thebasic level masses prestige devolution.The party and the country’s fundamental policy must be implemented in the basic level masses, dependslargely on the government of villages and towns’s working arrangements and deployment, and related workarrangement deploy finally fulfil villages and towns government staff to perform, in view of this, thevillages and towns government civil servants in our country the administrative system in the course of theoperation of important status, they directly linked to service the masses, their work performance andpersonal image is directly related to the national fundamental policy implementation and the party andgovernment ’s image in people at the grass-roots level.Township public servants shoulder the important mission of civil servants incentive status, but thereare many problems. How to perfect and improve the civil servants incentive mechanism has become thekey to improve the township civil servant troop overall quality and enhance the ruling ability of thetownship governmentAt present our country civil servants incentive mechanism research is at the macro level, the townshipcivil servants incentive mechanism of microcosmic research is still relatively small, can really use topractice in the theoretical research is rare, so this paper combines the relevant facts, using empiricalresearch method, through selects the Henan province Luoyang city town of B--A has a widelyrepresentative towns to analyze, through analyzing the current incentive mechanism analysis found that theincentive mechanism of civil servant in the villages and towns exist in some typical problems. Thediscovery of these problems, in the fourth chapter of this article presents some of the existing township civil servants incentive mechanism for the improvement and perfection of the relevant suggestions andmethods of operation.
