| The voluntary service of the "Time Bank" community mutual assistance for the elderly is the touchstone of creating a new urban community mutual assistance service model,and it is also an important measure to explore the development of community home care services.The voluntary service of "Time Bank" community mutual assistance for the elderly still belongs to the category of social voluntary service in essence.If this model is to achieve a good development trend,efficient and sustainable voluntary service supply is the key.This article takes the volunteer service of the "Time Bank" community mutual assistance for the elderly promoted by Qingxiu District of Nanning City as the research object,uses social exchange theory and welfare pluralism theory as analysis tools,and adopts literature research and interview methods to analyze in depth the current situation of the supply of voluntary services for the "Time Bank" community mutual assistance for the elderly.First,clarify the responsibilities of the "Time Bank" community mutual assistance elderly volunteer service provider,and sort out the responsibilities of the government,social organizations,communities,and elderly volunteers.Second,describe the preliminary preparations for the provision of volunteer services,including community publicity and mobilization,volunteer recruitment,and volunteer training.Third,it expounds the content and implementation of voluntary service,covering the supply and demand connection process of voluntary service,service content and time storage,specific implementation of voluntary service supply.Fourth,summarize the supply of voluntary services,that is,grassroots organizations of the communist party of China lead the "time bank" volunteer service supply,integrates grid management to enrich the resource and demand lists,realizes the universal deposit and exchange of points with reference to the commercial banking system,and builds an Internet platform to promote voluntary services informatization.Fifth,analyze the incentive measures for the supply of voluntary services,which mainly include material incentives and spiritual incentives.On this basis,it reveals that the current supply of volunteer services for the “Time Bank” community in Qingxiu District is still insufficient,such as the lack of standardized management and risk prevention,significant differences in the effectiveness of volunteer services,and low volunteer participation,and the characteristics of service assistance to the elderly are vague and low-level.The reasons for this are the lack of legal protection of the "Time Bank",weak publicity and insufficient supply of resources,the imperfect incentive mechanism for volunteers,and the training and evaluation system that needs to be improved.As a result,a targeted optimization path for the provision of voluntary services for the "Time Bank" community mutual assistance for the elderly is proposed,that is,formulate the "Time Bank" legal system to improve supply standardization,broaden social promotion channels to create multiple suppliers,integrate social service resources to promote diversification of supply content,take multiple measures to enhance volunteer incentives to promote long-term supply,strengthen training and improve supervision and evaluation to increase supply specialization,in order to improve the overall implementation efficiency of volunteer service supply of "Time Bank" community mutual assistance to provide a theoretical reference.As a result,the optimized path for the provision of voluntary service for the "Time Bank" community mutual assistance for the elderly is proposed,that is,to formulate a "Time Bank" legal system to improve supply standardization,integrate social service resources to create multiple suppliers,and take multiple measures to enhance volunteer incentives to promote long-term supply,strengthen training and improve supervision and evaluation to increase supply specialization,in order to improve the overall implementation efficiency of volunteer service supply of "Time Bank" community mutual assistance to provide a theoretical reference. |
