As an important area to drive the economic development of the city,the Management Committee of the development zone plays an important role in its development.The management committee is an organization based on human resources,and its personnel composition is more complex than that of enterprises.There are civil servants,career staff and a large number of non staff recruiters.Therefore,the salary management of the staff of the Management Committee of the development zone also has its own particularity.If we want to use the salary structure to motivate the staff and improve their work efficiency,we need to design the salary structure with particularity.But at present,most of the management committees of domestic development zones follow the administrative management mode to manage the employees’ salary.This management mode often has many disadvantages,which can not effectively play the incentive effect of salary.At the beginning of the development of Funing Economic Development Zone in the city,most of its employees were transferred from other government departments and institutions.At first,it had the administrative salary structure mode,which was in line with the identity characteristics of the staff of the management committee.The problems exposed in its salary structure were not very obvious.However,with the development of the Development Zone,more and more recruiters enter the Management Committee of the development zone.However,the salary management mode of administrative system is adopted for these non system personnel,which will gradually expose a series of problems in the salary management,and the lack of incentive in the salary structure is one of the typical problems.Based on Maslow’s theory,salary equity theory and two factor theory,this paper analyzes the problems existing in the formulation of salary structure of the Management Committee of Funing Development Zone and the causes of the problems by means of questionnaire and literature review,and then puts forward a salary structure incentive system suitable for the development strategy of the Development Zone,and puts forward a salary structure mode of Management Committee +company type unit,so as to develop the salary structure To tap the potential of employees,create a harmonious working atmosphere of fair competition and effectiveness,and provide strong economic support for the development of Funing area.
