Research On The Anomie And The Governance Of Network Public Welfare In China

In recent years,with the continuous improvement of the level of social development,Chinese citizens’ enthusiasm for public welfare has been growing.The rapid development of Internet information technology has made it possible for the development of "Internet +Public Welfare" in the new era.On the one hand,traditional NGOs continue to tap the potential of the Internet,expand their own development path,and devote themselves to both online and offline public welfare activities.On the other hand,all kinds of Internet companies have given full play to their advantages to interact and help the public welfare sector,providing ecological conditions for the reform and innovation of social public welfare models.For China’s public welfare sector,which is undergoing transformation and upgrading,convenient,efficient,open and transparent online public welfare not only makes up for some shortcomings of traditional public welfare,but also promotes the diversified innovative development of public welfare subjects and practices,further enriching the cultural connotation of public welfare.However,the development of new things always comes with some controversies and risks.Although Internet technology has brought new opportunities for the development of public welfare,there is no denying that while online public welfare is booming,various kinds of public welfare fraud,illegal donation,abuse of donations and other online public welfare anomie are also emerging in an endless stream.Through summarizing and sorting,this paper finds that the anomie of network public welfare in China is mainly manifested in four aspects:first,the use of network public charity funds is unclear or improper;Second,online public welfare tends to be excessively commercialized,and gradually loses its essence;Third,the network public welfare fraud and donation incidents occur frequently,shaking the social trust;Fourth,network public welfare has become an excuse for speculation and pyramid selling.In order to find the essence through the phenomenon,this paper deeply analyzes the root causes of the above anomie phenomenon of network public welfare,and puts forward the following five aspects: First,the legal system level,the lack of relevant laws and regulations of network public welfare lag behind;Secondly,at the organizational level,the self-regulation mechanism of online public welfare organizations is not perfect.Thirdly,at the technical level,the professional level of online public welfare platform is insufficient.Fourthly,at the level of supervision,the multiple cooperative supervision mechanism needs to be improved.Fifth,at the cultural level,the construction of public welfare culture lags behind.Based on the above analysis,this paper,by summarizing and learning from the experience of the standardized governance of Internet public interest in Britain and the United States,puts forward countermeasures and suggestions for the modern governance and sustainable development of Internet public interest in China.First,improve the laws and regulations of Internet public interest and refine the supporting systems.Second,strengthen the internal construction of online public welfare organizations to enhance their credibility;Thirdly,we should build a professional online public welfare platform and build a shared database.Then,we should construct multiple collaborative supervision system to promote multi-party participation in collaborative governance.Finally,strengthen the guidance of the value of network public welfare,and actively cultivate the cultural atmosphere of public welfare.
