Research On The Public-welfare Community Based On The Perspective Of Network Governance

With the development of the time and the progress of technology, the Chinese society is experiencing dramatic changes. People are experiencing an improved living standard. In the meantime, they would pose more diversified and personalized demands for the spirit and culture. The new social environment poses new demand for the governance mode, from the traditional single main body of the government, to the cooperated governance participated by the various main bodies as the government, enterprises and the public-welfare communities, in which the public-welfare communities play an increasingly important role. On this basis, the cooperation relationship established among the governance main bodies from different industries and them are pushing the governance to the networking development. As the new fruit in the public governance theories research, the network governance theory will explore a new path for a new social governance method, therefore allowing the public-welfare communities to obtain a better development in it. It is still a question of value in the public governance as through which way to help the development and growth of the public-welfare communities by utilizing the network governance.This text carries out researches on the dilemma in the development of the public-welfare communities, analyzes the conditions needed for the network governance, summaries the new fruits for the development of the network governance theory, and by borrowing the application experience of the network governance in the various fields, proposes to introduce the network governance mode into the public-welfare communities, to realize the resources integration and linkage cooperation among the main bodies as the government departments, enterprises and the public-welfare communities, serving the society better. Then, through the participation-type observations and interviews, combined with the experience in network governance of ‘Quanzhou Qipa Communities’ established and operated with the personal participation, it analyzes the constructing principals, basic elements and operation system of the network governance mode, therefore constructing a cooperation framework suitable for the public-welfare communities. It has made significant achievements since the operation, breaking the bottleneck for the development of the public-welfare communities.The text, at last, proposes countermeasures in 5 dimensions under the framework of network governance: the government shall maintain the public-welfare communities as the main body for governance, constructing a sound cooperation relationship, to share with them the practical and suitable governance experience. The enterprises shall lay efforts on providing capital, technologies and talents for the public-welfare communities. The public-welfare communities shall make efforts in the construction of abilities as management, innovation, activities and communities cooperation, blending better into the network governance framework, and learn how to utilize the personnel, properties and articles within the network. Media shall enhance the attention and increase the reports on the public-welfare communities, and bring the society to the trust for the public-welfare communities with its credibility. For the public, they should get familiar, accept and participate actively in the sound interaction with the public-welfare communities.This text, from the perspective of the network governance, carries out researches on the development of the public-welfare association and makes the experimental verification with the cases participated, which, on the one hand, has deepened the application of network governance, making contributions to the network governance theories, and explores a feasible path for the development of the public-welfare communities on the other, with the practical values.
