The training of civil servants is a series of systematic and organic activities of national administrative agencies to cultivate and drill the civil servants as a whole, based on the requirements of social and economic development and the Law of the Civil Servant and the responsibilities of each position. It aims at improving civil servants’ political qualities, professional abilities, operational skills and administrative efficiency, so that the growing needs of contemporary society for a good public administration will be met. The training of civil servants is not only an important approach to strengthen the construction of their abilities, but also a key factor in the enhancement of their competitiveness as well as in the construction of a mighty government. Meantime, it relates to a solid base of national sovereign, the improvement of national competitiveness and the development and reservation of national intellectual capital.This dissertation is on the basis of the theory of development and management of human resource in public department, with discussion on its meaning and importance; the principles and guiding ideologies of civil servant training; the categories and forms of training. In connection with the current problems of civil servant training, such as the training content set is unreasonable; the form of training lack flexibility and diversity; shortage of training funding and so on. Discussion the reasons of problems and successful experience of training and development of the international civil servants, then conclude the approaches to enhance the effectiveness of such training, including adhere the training adopt to the social development and introduction market mechanisms; improve laws and regulations, establish a scientific basis system; enhanced strategic awareness, innovative training ideas; overall planning the training resources, enhance the level of infrastructure and teacher abilities. Through these measures, the effectiveness of civil servant training is expected to improve greatly.
