The most important competition in the21st century is the talent competition. Talent is the national grassroots regional government’s survival and development of fundamental, competitive world and in the final analysis is the talent competition. Ethnic region as a particularity of our area, most underdeveloped areas, grass-roots government’s human resources management system is far from perfect, there are many problems, such as local governments are unable to retain the advantages of regional ethnic staff, personnel high turnover rate; in terms of construction personnel, for the introduction of talent more popular, their talent by contempt; for talent management use and not taken seriously; human resource management is not combined with government strategic planning and other issues. How to get rid of geographical disadvantage minority areas, play their own advantages, the key lies in competitive quality human resources. So, for the grass-roots government, minority areas, the loss of talent due to issues such as the national feelings of superiority, and many other particularity faced with many peculiarities conduct research on current issues is an urgent issue. This paper adopts literature review method, questionnaire survey method and interview analysis and elaboration for the current grass-roots government personnel in minority area loss problems, and then put forward the corresponding countermeasures according to the problems, and strive to can give some practical guidance for basic government in ethnic regions. This paper is divided into five parts. The first part covers the entire article research background, research situation through analysis, research revealed the meaning and purpose of this article, use appropriate research methods and ideas of grass-roots government to study the brain drain. The second part by introducing the basic concepts and theories, the theoretical foundation for the entire article. The third part is to analyze the current situation of ethnic regional grassroots governments brain drain, brain drain caused by a series of questions to the author where the work is, for example, according to survey analyzed the current situation of national regional grassroots government brain drain. The fourth part is based on the status quo and analysis of brain drain is causing the problem, further analyze the reasons for the brain drain. Part V After analyzing the current brain drain, causing problems, causes loss, countermeasures against brain drain issues raised, which is to strengthen the national regional grassroots government measures to retain talent.
