Research On Rural Governance Mechanism Under The Background Of Rural Revitalization Strategy

In recent years,outstanding achievements have been made in China’s agricultural development.Great changes have taken place in rural areas and farmers’ lives have been greatly improved.However,compared with the goal of national governance modernization,there are still many deficiencies in rural governance mechanism and governance capacity.This is manifested in the lack of governance concepts,the absence of governance subjects,the single governance mode and many other aspects,which has become the "bottleneck" restricting rural social and economic development and the prominent "weak board" affecting the level of national governance.At present,the rural revitalization strategy is in a critical period of comprehensive implementation,and the rural society is in a special stage of transformation.Accurately grasp the work direction of rural governance,find out the breakthrough to solve the problem of rural governance,it is urgent to adhere to the problem-oriented and target-oriented,promote rural governance toward the goal of modernization.Through the establishment of a sound rural governance mechanism,and constantly improve the effective governance capacity of rural society,we can lay a solid governance foundation for the comprehensive revitalization of rural China in the new era.Focusing on the rural governance of M town in Henan,China,this paper sorted out the problems existing in the rural governance mechanism using methods such as field survey and questionnaire analysis based on the theories of collaborative governance,cooperative governance and new public management.By analyzing the causes of the above problems,a conclusion is drawn based on the advanced operation experience of rural governance mechanisms at home and abroad.More precisely,the rural governance in M town should be developed towards good governance from aspects of improving the rural governance mechanism of township government,strengthening the leading mechanism of primary party organizations in rural governance,intensifying the involvement of social organizations in rural governance,enhancing villager’s self-governance endogenous power and elevating the rural governance level according to the law.Overall,the rural governance mechanism of M town is studied from four parts.To begin with,theoretical bases of rural governance and governance mechanism are described.Then,the general situation of rural governance mechanism at the present stage in China is analyzed together with the operation status,existing problems and causes of the rural governance mechanism in M town.Third,the advanced experience of the rural governance mechanism at home and abroad is investigated.On this basis,countermeasures can be ultimately proposed for propelling the improved rural governance mechanism in M town.
