| The government’s purchase of auxiliary police services is an important component of urban public safety services.In practice,the government’s purchase of auxiliary police services is regarded as an important supplement to public security services and the government’s purchase of auxiliary police services is conducive to optimizing national fiscal expenditures and maintaining local security and stability.However,the theoretical circle lacks research on the practice of government purchasing auxiliary police services.There is still a lack of targeted research on the current situation and problems of the government’s purchase of auxiliary police services.What is the current status of the government’s purchase of auxiliary police services,and what are the relevant entities involved? What are the effects of the government’s purchase of auxiliary police services,and what are the problems? How to provide a comprehensive optimization suggestion for the government to purchase auxiliary police services?In view of this,this research focuses on and analyzes the current situation and problems in the procurement of auxiliary police services by the X district government in Shanghai.From the perspective of the government’s purchase of public services,the problems are sorted out from the perspective of each subject and the operation process,in order to analyze and response the comprehensive optimization of the purchase of auxiliary police services.In terms of the theoretical application of the government’s purchase of auxiliary police services,the government’s purchase of auxiliary police services conforms to the new public service concept and is beneficial to the construction of a service-oriented government.At the same time,based on the theory of public goods,the government is an important subject of public goods,but not the only subject.As public goods,the government and other subjects can jointly provide public security.The government’s purchase of auxiliary police services has better results in improving financial efficiency and optimizing service quality.There are also some problems in the management of auxiliary police,the quality of service provision,the identification of auxiliary police,and the evaluation of residents.Regarding the optimization of the government’s purchase of auxiliary police services,this article mainly starts from the three levels of the government,undertaking agencies and society,and proposes that the government should improve systems and policies,improve governance,and uphold people-oriented;undertaking agencies should enhance their ability to perform contracts and strengthen their assistance to auxiliary police personnel.Management constraints,professional training and improve their salaries and benefits;at the social level,residents’ evaluation should be improved and residents should participate in the evaluation of auxiliary police services. |
