| With the intricacies of economic development and the increasing transformation of government functions,our country is making great strides on the road of transforming from social management to social governance.As a group organization under the leadership of the party,the trade union has its political and mass characteristics making it an indispensable part of the country’s modern governance.In the context of social governance and trade union reform,how to play a functional role,and how to represent employees to participate in social governance and become an important pillar of social governance in the new era of government streamlining and delegating power has become an important issue that trade unions have to face.On the basis of reviewing the existing research at home and abroad,this article uses governance theory as the theoretical analysis framework to explain the role and role of trade union organizations in social governance.Take a trade union as an example,analyze the measures and effects of its participation in social governance through typical cases,and then discuss the difficulties and reasons that trade unions face in participating in governance at present,and put forward the realistic path for union organizations to participate in social governance through the combination of theory and practice.The study found that L district federation of trade unions through the organization construction,in accordance with the law rights,political merit lead,support services,measures such as competition,directly or indirectly,to participate in social governance,organization expanding coverage,region increasingly harmonious labor relations,ideological consensus condensed continuously,the people’s livelihood services more secure,economic and social development further,has obtained certain achievements.However,in the process of participating in social governance,there are still some problems,such as ambiguous positioning,limited function,insufficient role of rights protection,imperfect consultation mechanism,imbalance of supply and demand of service content,low social participation,and the cognition of trade unions in the public opinion environment.The main reasons are the weak autonomy of the trade union under the current system,the lack of mandatory law leads to the inconsistency of the rights and responsibilities of the trade union organization,the solidified thinking mode,the work content and the way are not grounded,the "four modernizations" problems exist in different degrees,so as to cause a negative impact on the public opinion environment.To effectively enhance the level of trade union organizations of social governance,in social governance,trade union organizations at all levels must be clear role positioning,strengthening the function of play,strengthening the main responsibility for the main,maintenance worker rights,integration of social resources,make hub type organization,such as employee satisfaction as the guidance,to strengthen the construction of its own,which in the cooperation governance mode,the plural We should leverage our unique strengths to better meet the needs of social development and make due contribution to social governance. |
