Trade union organization is a proletariat mass organization formed voluntarily by the staff under the Communist Party of China,with the basic function of safeguarding the lawful right and interests of staff.As the sustained development of national economy and society,some outstanding contradiction and problems affecting of the economic development and social stability have raised up,such as gradually mature of market economic system,rapid acceleration of industrialization,informatization,urbanization,marketization and internationalization,adjustment and upgrading of social economical and industrial structure,and complication of employee-employer relations.The critical issue is to establish and optimize the new labor protection mechanism under the new situation,so as to safeguard the lawful right and interests of staff and establish stable labor relations better.Basic trade union is the base of trade union organization,connecting the staff and workers most directly and closely.In view of such position,strengthening and perfecting the legal rights safeguarding mechanism has become to the fundamental work.The 18 th National Congress of the Communist Party of China proposed to accelerate the formation of a social management system of "party committee leadership,government responsibility,social coordination,public participation and legal guarantee".The third plenary session of the 18 th passed " Certain Major Issue Decisions about the comprehensive deepening reforming of central committee of the communist party of China ",put forward to perfect and develop the socialist system with Chinese characteristics,promoting the modernization of national management system and management ability as the total goal of comprehensive reform,using the concept of "social management" for the first time,will increase the social governance to national strategic level;In the field of Party's innovation and strengthen social governance in the report to 19 th,set up a shared social governance was put forward again,and raised the social governance system construction,improve the level of modernization and strengthen the construction of the four systems.At present,our country is in the process of building a well-off society in an all-round way,and strive to achieve the great practice of the "China dream",political system and the profound changes have taken place in the social form,has entered into the critical period from traditional society to modern society.Under the background of innovative social governance system,the role of trade union organization needs to be redefined.The new demand of governance putsforward higher requirements for the labor union work at the present stage.In the process of comprehensively deepening the reform,it is an important task for the grass-roots trade unions in Guizhou to optimize and improve the working mechanism of workers' rights protection and improve their rights and interests.In this paper,I comprehensively analyze the current working mechanism of grass-roots trade union's rights protection,study the existing problems,and put forward the optimization countermeasures and suggestions.Six parts are included in this paper.The 1st part is introduction of core concept and basic theory.In which,core concept consists of social governance,basic labor union,lawful right and interests of staff;The corresponding basic theories include: social governance,basic theory of Trade union and trade union rights theory.The 2nd part,to introduce the development course and contents of the rights protection work mechanism of grass-roots trade unions in Guizhou in detail.The 3rd part,to summarize the operation status of the rights protection work mechanism of grass-roots trade unions in Guizhou.The 4th part is to state emphatically the existing problems of the rights protection work mechanism of grass-roots trade unions in Guizhou.The 5th part is the analysis of typical cases and the last part is research on safeguarding legal rights mechanism of Guizhou's basic trade union under vision of social governance.This paper can be defined as the basis and operationsuggestions for basic labor union to develop its own advantages,remold the role and provides some references and suggestions for the construction of new rights protection working mechanism under the vision of social governance.
