Throughout the world today,human resources have become an important part of the competition for comprehensive national strength.In the critical period of the development and construction of the party and the country,the strategy of strengthening the country with talents has become the slogan of the new era.At the Party's 16 th National People's Congress,it was emphasized that large-scale cadre training should be carried out to greatly improve the quality of cadres,and this was an important strategic plan for future work.After that,at the 17 th National People's Congress of the Party,the Congress clearly attached importance to the strategic significance of cadre education and training.With the continuous advancement of reform and improvement of the civil service system.The civil servants are divided into three main categories according to their job functions,namely,comprehensive management civil servants,professional and technical civil servants,and administrative law enforcement civil servants.However,due to the complex system and numerous functions of civil servants with the largest volume of comprehensive management,the problems in the field of cadre education and training have become increasingly prominent.Therefore,as the initial stage of cadre quality education,the initial training for newly recruited civil servants in comprehensive management positions is particularly important.In comprehensive management positions,the functions of newly hired civil servants are often oriented to the grassroots and directly serve the masses.Their administrative capabilities are closely related to the efficiency of the government,the quality of services,and the image of the government.The training of political theory,professional quality,and knowledge and ability of newly hired civil servants at the beginning of their appointment is far more effective than the later phased training.The initial training of civil servants is conducive to improving the competence of civil servants,enhancing the level of government administrative management capabilities,and even enhancing the country's comprehensive national strength.How tomaximize the potential of newly recruited civil servants in comprehensive management positions and how to prompt them to change their roles as soon as possible to adapt to the organizational environment and be competent for the job has become an urgent problem for the government to solve.Despite the development of civil servant training for many years,our country's cadre training mechanism has been standardized and institutionalized.However,there is still a certain degree of management deficiencies in the initial training of civil servants after employment,and the training effect is not ideal.Therefore,this article takes the whole process of the initial training in P county as a case,based on the "Thirteenth Five-Year Plan for Civil Servants Training in Zhejiang Province" promulgated by Zhejiang Province in 2015,and selects civil servants in comprehensive management positions in P county as a reference sample to study the region On the basis of the actual problems and reasons in the initial training,from the perspective of competence,from the perspective of the competence of newly recruited cadres,the gap between traditional training and the new type of competence education and training is compared,so as to optimize and improve.Hopefully,the theoretical model of competence On the basis,a new type of training mode for initial appointment of cadres has been constructed.This article is mainly divided into five parts.The first part of the introduction briefly introduces this thesis from the background of the topic,the research purpose and significance,the research methods and ideas,and the current research status at home and abroad;the second part is about the core concepts and competency theoretical models of local civil servants and initial training To elaborate,through the comparison between the iceberg model and the onion model,the onion model is selected as the theoretical model,and the applicability of the competency model to the initial training mechanism of civil servants is discussed;the third part introduces the lack of effective demand for the initial training in P County Analysis,single course format,lack of pertinence and practicability in content,and the evaluation system needs to be improved.The fourthpart is based on competency and analyzes four aspects of training concept,training demand,process planning,and result evaluation.It explains three reasons for the problems in the initial training in County P.The main reason is that the training concept based on the perspective of competence is urgently needed.Complete,the training plan is not yet complete,and the division of training objects is not clear.The fifth part,based on the competency perspective,through a series of optimizations such as strengthening concepts,analyzing needs,optimizing content,improving methods,and improving evaluation mechanisms,the training finally designs a new training model for county officials based on the competency model.
