Research On Operational Dilemma And Management Innovation Of Time Bank Pension Service Model

In the aging society,the aging problem of Shanghai is particularly serious.Mais the present pension model and resources can’t meet our pension needs.The Time Bank has some successful experiences in overseas and in Chine,so that the Time Bank will become one the important supplementary pension model in our country.In fact,China has some advantage of developing Time Bank,but it has failed to make full use of diversified resources to develop Time Bank widely.Based on the theory of voluntary service,social exchange and technology governance,this article use case interviews,questionnaire surveys to find the various reasons which restrict the development of Time Bank in Chine,speciously at shanghai.In the one hand,from an external environment point of view,it exist some problems: lack of government policy support,lack of operational funding support,low social awareness.In the other hand,there are internal operating mechanism problems of Time Bank : lack of service content exchange standards,lack of transfer mechanism,inability to deposit and withdrawal,lack of professionalism,and the volunteer team needs to be built,lack of technical support,and so on.In order to promote the development Time Bank for resolving the aging dilemma in Chine,there are some suggestions.Firstly,from an external environment point of view,the government needs to strengthen the top-level design of time banking,which can not only enhance people’s understanding of time banking Confidence can also increase financial support for the time bank mutual pension model,which will be included in the fiscal budget.Secondly,it promote and popularize time banking to the public through new media,new media,and new platforms.Thirdly,in the creative operation of Time Bank itself,it establish a time bank mutual assistance pension service exchange evaluation mechanism.At the same time,it establish a universal deposit and exchange mechanism and inheritance transfer mechanism,strengthen volunteer training,enhance the professionalization of mutual assistance services,and even use blockchain The characteristics of technology,the establishment of a public charitable chain.As a result,it promote the innovation and development of Time Bank in China.
