Research On Collaborative Governance Of Urban Bike Sharing From The Perspective Of Stakeholders And Its Countermeasures

With the continuous development of market economy,the issue of energy conservation and environmental protection has been concerned from the national level.Therefore,the strategic policy of promoting sustainable development has been repeatedly put forward.Under this background,urban bike sharing has been promoted to the public’s view based on the joint effect of Internet advanced technology and sharing economy,as an important part of urban slow traffic system,It has practiced the development concept of innovative green sharing put forward by the party and the state,and has brought many conveniences for citizens’ short distance travel,and has become the focus of attention in various fields.Based on the perspective of stakeholders,this paper carries out the research according to the logical thinking of "subject classification-demand positioning-operation status and collaborative governance problems-suggestions and measures" of urban bike sharing,adopts the research method of qualitative analysis,and makes in-depth analysis through literature research,questionnaire,induction and deduction,In view of the current situation and existing problems of urban bike sharing in Shaoxing City,Zhejiang Province,it is found that the government,enterprises and the public can not cooperate,which leads to the bottleneck in the development and governance of bike sharing.In order to promote the orderly development of the industry,it is proposed to optimize the core subsystem and auxiliary sound subsystem,so as to better stimulate the effect of collaborative governance of complex large-scale system.To implement the specific measures,we can establish the government collaborative management mechanism,optimize the role positioning,improve the supporting service facilities,improve the standardized management level,enhance the user’s civic awareness,and improve the quality of service Give full play to the propaganda and education role of the main body of supervision,and coordinate the governance forces of all parties to promote the healthy development of the whole city bike sharing industry.This study has a strong practical significance,through in-depth discussion of the current situation of urban bike sharing,it can attract more social subjects to pay attention to the development of bike,attract more social public to practice the concept of green travel in daily life,and study the proposed multi-agent collaborative governance system,which can provide theoretical reference and practical guidance for the sustainable development of the industry.
