Research On The Development Of Community Home-based Elderly Care Service In Hefei City From The Perspective Of Supply And Demand

With the deepening of aging,the burden of providing for the aged in China is becoming heavier and heavier.In order to cope with the expanding demand for elderly care services,reduce the burden of family care for the elderly,and realize the wishes of the elderly to support the elderly at home,China is vigorously promotes the development of community home-based elderly services.Since 2009,Hefei has begun the exploration of community home care service,and officially implemented the regulations of Hefei on home-based elderly care services since 2017,focusing on creating a "Hefei model" of community home-based elderly care services.After long-term exploration and practice,the three-level home and community elderly care service system in Hefei has been basically formed,and the supply capacity of elderly care services has been improved.Firstly,the author widely reads the relevant literature of community home-based elderly care service at home and abroad,then clearly defines the relevant concepts and theories of community home-based elderly care service,and combs the relevant literature,so as to pave the way for the further research of this paper.Then this article investigates the supply of community home-based elderly care services in Hefei and the demand for elderly care services in Hefei.From the supply side,on the basis of consulting the relevant policy documents of community home-based elderly care services in Hefei,the author uses the questionnaire survey method and interview method to further grasp the current situation of various elderly care services in different communities.The main reason is that during the visit to the home elderly care service station,the author conducted one-on-one in-depth interviews with 8 staff,and conducted a questionnaire survey on the supply of community home-based elderly care services in 12 communities.At the demand level,the four types of community home-based elderly care service needs of 183 elderly people in Hefei City were investigated by questionnaire survey,and the factors influencing the different types of service needs of the elderly were regression analyzed.After an in-depth analysis of the data obtained from the survey and the results of the regression analysis of the influencing factors of demand,the bottleneck problems existing in the development process of the community home care service in Hefei city are analyzed through the comparison of supply and demand.Through in-depth study,the author found that service availability,service facilities availability,service supply and professional service,there are cognitive were four aspects caused the have caused the current imbalance between supply and demand for community home-based elderly care services.Then this article takes the theory of balance between supply and demand,public service theory and welfare pluralism.As a guide,the theory puts forward countermeasures and suggestions to promote the development of community home care services in Hefei from four aspects of service qualification setting,service facilities construction,service team development and service promotion,including:reasonably delineating service acquisition thresholds,constantly expanding policy coverage;Improving the construction of community hardware facilities to achieve equitable and accessible old-age services;Promoting the professional development of the service team,promote the professional development of service teams and improve the supply level of elderly care services;Increasing policy publicity to improve the cognitive level of the elderly.Figure [12] table [12] reference [79]...
