Research On The Government Function Of Integration Of Industry And Education In Secondary Vocational Education In Erdos

At present,China is in the critical period of industrial restructuring,building a new development pattern and promoting high-quality development demands to cultivate a large number of innovative talents,and the integration of industry and education is an effective way to deepen education reform and cultivate talents needed to adapt to industrial transformation and upgrading.At the National Conference on Vocational Education,General Secretary Xi Jinping gave important instructions to optimize the positioning of vocational education,deepening the integration of industry and education,school-enterprise cooperation,and deeply promoting the reform of education,school operation mode,management system and guarantee mechanism.The Notice of the State Council on the Issuance of National Implementation Plan for Vocational Education Reform puts forward new requirements to promote the integration of industry and education,dual education between schools and enterprises,and to improve the level of secondary vocational education to match the corresponding demand.The number of students enrolled in secondary vocational education in Ordos City ranks among the top secondary vocational institutions in Inner Mongolia,and the rate of undergraduate advancement is in the leading position in Inner Mongolia Autonomous Region,but there are still problems such as imperfect system construction in the process of secondary vocational education industry-education integration in Ordos City.These problems cannot be solved only by the coordination of schools and various participants,and what is needed is more functions of the government,which is the only way to promote the deep development of industry-education integration in secondary vocational education in Ordos.This paper starts from the current situation of the integration of industry and education in Ordos,combs the relevant policies issued by the Ordos Municipal Government,and analyzes the performance of the Ordos Municipal Government’s functions in four aspects of system construction,overall planning,guidance and coordination,and supervision and guarantee in the integration of industry and education.Through the field survey,we understand the problems in the integration of industry and education of Ordos Municipal Government,and analyze the reasons based on the public goods theory,the new public management theory,the public sector performance management theory and other relevant theories.By using the methods of literature research and comparative research,this paper puts forward countermeasures and suggestions on the function performance and policy implementation of the Ordos Municipal Government in the integration of industry and education.Through the investigation and analysis of the performance of government duties in the integration of industry and education in secondary vocational education by the Ordos Municipal Government,the paper puts forward countermeasures and suggestions from four aspects:improving the policy system,strengthening overall planning,strengthening guidance and coordination,and strengthening supervision and guidance,hoping to provide ideas for accelerating the integration of industry and education in secondary vocational education in Ordos,and realizing the effective connection between the talent chain and the industrial chain.
