A Study On The Needs Of 0-3-year-old Infants’ Community Nursery Service

Since the implementation of the comprehensive two child policy,the problem of care for infants aged 0-3 has become more and more prominent.At present,China has decided to implement the three child birth policy,especially for the two worker families,the pressure of care is unbearable.With the continuous development of society,the demand for kindergarten services is also growing rapidly.The traditional mode of nurseries and kindergartens has been unable to meet the needs of modern society,and the new mode of nurseries and kindergartens service still needs to be explored.At present,the backwardness of China’s kindergarten service directly affects the quality of infant care,is not conducive to improving people’s sense of happiness and access,and indirectly affects people’s fertility intention.Therefore,how to solve the problem of infant nurseries has gradually become a major problem faced by the government and society.The promotion of community nurseries can not only promote the development of people’s livelihood,innovate the infant service system,but also effectively relieve the pressure of infant care in today’s society and families,which is of great significance to the development of China’s nurseries.Under the background of the implementation of the comprehensive two child policy,this paper studies the demand for childcare services in the community of 0-3 years old children based on Maslow demand hierarchy theory,welfare pluralism theory and new public service theory.First,based on 420 field survey data from Jiangsu,Anhui and Shanghai,the paper analyzes the overall status of family entry expectations and needs in three provinces,summarizes the needs of community care services for infants and young children,and points out the shortcomings of community care services.Secondly,through SPSS single factor variance analysis,the paper studies the situation of family and infants,analyzes the differences in community environment and infrastructure needs,community care needs,community early education needs,community teachers’ professional needs,community convenience service needs and child care guidance needs.Finally,based on the quantitative analysis,the paper puts forward suggestions for promoting community care services comprehensively: strengthening policy implementation,improving the policy of child care service;emphasizing multiple welfare,supporting inclusive care services;paying attention to the difference of needs to meet the multi-level needs of children care;cultivating community teachers,improving community care level;popularizing the concept of childcare and guiding social support services.
