Research On The Construction Of Convenient Service System In Tong'an District

The Convenience Service Center is a new type of government operation system and government service organization that emerged along with China's reform in the system of administrative approval system and the construction of service-oriented government.The district-level convenience service center system serves as an important carrier for the grass-roots government to provide public services.Its necessity and importance in improving the government's public service mode and establishing a sound grass-roots government service system are very prominent.The construction of the convenience service system in Tong'an District is a practical exploration of the reform of the administrative approval service system in Tong'an District.Studying it is conducive to furthering the reform of the convenience service system in Tong'an District,and also provides a reference for the construction of convenience service systems in other districts(counties).Based on the theories of new public service theory,new public management theory,and government process reengineering,this article summarizes the reform of the government service system in Tongan District,town,and village.Effectiveness,analyzes the problems encountered in the process of deepening reform.The comparative analysis method is used to compare the advantages and disadvantages of the two mainstream service models for approval and reform,to seek a government service model suitable for the reform of the convenience service system in Tong'an District,and to promote " legislation reform and abolition”,improve the service guarantee system,and break through the information island.Promote the "Internet?government services",deepen the reform of the intermediary service of administrative approval,and work out suggestions to solve problems and achieve an orderly and well-functioning convenience service system.At the end,in order to deepen the reform of the administrative approval service system and further rationalize the relationship between the market,society and the government,this article uses the concept of the rule of law to innovatively propose a new contractual approach to the reform of the administrative approval service system and explore a new convenient service model.
