A Case Study On The "123 Mode" Of The People’ Courts In Suining City To Achieve High-Quality And Efficient Judicial Services

The court is an important department of the state that provides public goods such as judicial services.Its nature and task determine the important position and role of the court in social public management.From the perspective of public administration,justice is a product or service produced by the government.Every running process of judicial power is a process of supplying judicial and public products with case judgment as the medium.How to provide high-quality and efficient judicial services to the society and "let the people feel fairness and justice in every judicial case" is a major issue facing every court at present.Therefore,based on the practice of the judicial department’s participation in public governance,it is meaningful to deeply explore the optimization of the supply mode of public goods such as judicial trials.This article is to investigate various materials,data and situations of the "123Model" of the court system in Suining City,Sichuan Province to achieve high-quality and efficient judicial services through in-depth interviews.The key points of trial process reengineering were obtained through the questionnaire survey method,and the typicality of the optimization of the supply model was analyzed by the case study method.Finally,the experience of Suining Court was sorted out from three aspects:talent training by classification,standardized litigation service system,separation of trial and auxiliary affairs,introduction of market participation in public products,and summed up the general experience that can be promoted in other courts across the country.Through this case,the countermeasures and suggestions for providing high-quality and efficient judicial public service products and transforming the court’s participation in social governance functions can be obtained,mainly including: First,the strategy of classified and stratified talents is the basic premise of efficient service,and human resources are the first resource,The core experience that can be learned from the 123 model is the cultivation and management of classified and hierarchical talents.Highlight precise cultivation and carry out classification and selection breeding.Secondly,the standardized litigation service system is a digital empowerment governance practice.It is necessary to understand the process clearly,realize standardized operation with the help of the east wind of digital governance,and form a standardized public service provision model.The author believes that the same operability is also available in other public governance fields.Thirdly,the separation of trial and auxiliary affairs is the path for the market to provide public services.Appropriate introduction of social forces,market-oriented operation to provide public goods is a feasible strategy.The reform is to let professional people do professional things,so that talents and technologies can maximize their potential.
