Optimization Of R＆D Management Mode Of Government Software Products Of ZK Company

The government has undergone two decades of rapid development from“preliminary attempt” to “single application”.On the one hand,the innovative application of emerging technologies regarding big data and artificial intelligence has continued to drive the development process of government informatization in China.As a result,the “sharing and collaboration” and “deepening application” will dominate the typical feature of government software;On the other hand,the whole social recognition for software product has been profoundly affected by the “user experience” and “value mining” continuously emphasized by the Internet industry with the development of the“Internet plus” strategy.“Platformization”,“Intelligence”,“differentiation” and“availability” have become the indispensible requirements for the development of information technology in the field of government affairs.The innovations of application mode and technical means have brought new challenges to the traditional software that the previous research and development management mode and project management mode have not been able to adjust to the rapid changing market demand.It is urgent to address the above problems through the research and development management means of Middleground-based and agility.On the basis of the ideas of middleground and “agile”,the paper studied how traditional software developers efficiently and quickly responded to the changes of market demand and enhance the research and development competitive edge with the platform-based and agile research and development management mode in the face of the challenges of new technologies regarding Internet,big data and artificial intelligence,new mode and new mentality.Taking ZK Company as an example,this paper analyzed and studied the problems of traditional government software developers in research and development management through literature research,interview and questionnaire.To begin with,the theoretical basis was constructed through the research on the relevant literature of research and development management mode,Middleground-based management and agile theories.Afterwards,it was found the available problems of product research and development management involved in ZK Company through methods of research and interviews,for instance,project overdue,high cost,weak research and development capabilities of level products and low degree of productization.The causes of above problems were further diagnosed through systematic analysis: lack of middleground-based and agile research and development management mode that support and respond to the frequent changes in market demand and with rapid and high-quality development.Based on the above analysis and relevant theories,a set of research and development management scheme that focus on the agile thinking and middleground thinking and is applicable to traditional government software developers for reform and innovation was designed in combination with the business status and product development strategy of ZK Company,helping ZK Company to promote its research and development management level and product competitive edge and comprehensively improving its business level.The scheme,which integrates the Internet idea and traditional business form,is endowed with certain theoretical research value and is able to provide reference significance of management practice for many software enterprises in the development of government informatization and digital economy.
