wujiang urban comprehensive law enforcement reform,this paper puts forward corresponding countermeasures and suggestions to help Wujiang explore a more systematic and efficient reform path,which has practical significance to strengthen grassroots governance system and governance capacity modernization.This acticle,based ona view of public management,has analyzed and demonstrated the comprehensive law enforcement reform of Wujiang urban area by reading and learning a large number of literatures,using literature method,interview method and case analysis and other research methods,Learning and theoretical support,andthree-month Li Li Town practice as also..This paper combs and analyzes the following problems in the comprehensive law enforcement reform of Wujiang Town on the basis of the follow-up study of the reform practice and combined with the interview feedback results,: firstly,the law enforcement procedures need to be unified and standardized;Secondly,the linkage and cooperation between departments are not smooth,the comprehensive law enforcement of districts and towns lacks effective function linage,and the responsibility boundary between departments is also relatively not clear;Thirdly,decentralization has not been fully "digested";Fourthly,the construction of law enforcement team needs to be strengthened,and the staffing does not match the law enforcement tasks,ability and quality of law enforcement requirements in professional fields,and work intensity and salary;Fifthly,social participation is slightly insufficient.Secondly,it analyzes and combs the causes of the problems existing in Wujiang comprehensive law enforcement reform from five aspects: first,the revision of laws and regulations lags behind.On the one hand,the revision of laws and regulations related to comprehensive law enforcement lags behind the reform and development;On the other hand,the reform magnified the contradiction of non-uniform administrative procedures.Second,the interest game between government departments.Third,the mismatch of grass-roots government functions.Fourth,the lack of talent incentive and guarantee mechanism.The job mobility is relatively single and the promotion channel is narrow.Fifth,the weak public participation caused by pressure system and subject dependence.Finally,it offers some countermeasures and suggestions for the comprehensive law enforcement reform in Wujiang Town: firstly,promote the standardizdconstruction of administrative procedures.Secondly,clarify the linkage and cooperation mechanism of different departments,improving the grid management system,speeding up information constructionplatform,promote the reform of comprehensive law enforcement system in the whole area.Thirdly,optimize the matters of decentralization and straighten outrelatively centralized administrative penalties and the "two lists" ofboundary of district and town responsibilities,and put forward the theoretical model of Wujiang comprehensive law enforcement system.Fourth,speed up the construction of grass-roots law enforcement forces.Strengthen the front-line professional law enforcement personnel,clarify the responsibilities of grid members,strengthen the allocation of legal talents,and establish and improve the positive incentive mechanism.And finally,create a common governancesituation.Promote the co-governance and sharing of grass-roots party construction,and continuously deepen the grass-roots party construction with the help of the 100 th anniversary of the founding of the party,so as to provide a strong guarantee for the comprehensive law enforcement in the town,actively introducing social forces and promote the market-oriented operation of the third party.Explore regional coordination and co-governance,and continue to deepen the comprehensive law enforcement coordination mechanism in the adjacent areas of the Yangtze River Delta integration pilot area.Expand social
