Research On The Socialization Transformation And Development Of Local Cadres Retreat In Shandong Province

Local cadres retreat are a special product of China’s retirement system.Their main role is to implement the "two treatments" for the retired cadres who are centrally resettled and promote their role.In this space carrier,the unit system service management mode in the period of planned economy is used,which is political,welfare and closed.With the passage of time and economic and social development,it is more and more difficult to adapt to the new situation and new changes in the work of veteran cadres because of the interweaving of new and old contradictions in the local cadre retreat due to the reduction of original service objects year by year,the reform of housing property right system,obsolete and aging infrastructure and other reasons.At present,the community is gradually replacing the unit as the basic unit of urban operation,and it is also an important place to strengthen the work of retired cadres under the new situation.The Party Central Committee timely put forward the working principle of "four nearby field",guide retired cadres to play an active role in the community,add positive energy to the cause of the party and the people,and make full use of community resources to obtain better elderly care services.As the same space carrier,the personnel structure faced by Local cadres retreat and surrounding communities is becoming more and more similar.How to do a good job in the service management of retired party members and cadres in the community is a new direction for Local cadres retreat to change the service mode and service institutions.This paper defines the concepts of local cadres retreat,unit service management mode and community service management of veteran cadres,introduces the development status and difficulties of local cadres retreat in Shandong Province,analyzes the limitations of transformation exploration by using market resources in the original space,and puts forward the preliminary idea of socialization transformation of local cadres retreat under the background of community management of veteran cadres.In order to further understand the current situation of the integration between veteran cadres and the community,relying on Jinan cadre retreat,this paper carries out a questionnaire survey on the retired party members in the surrounding communities,puts forward the consistency between the socialization transformation of local cadre retreat and the community management of veteran cadres,and analyzes the challenges faced.Finally,from the perspective of promoting the integrated development of veteran cadres and communities,this paper puts forward that Local cadres retreat should promote the construction and improvement of the community integrated development center for veteran cadres with "four nearby field" services as the main body on the basis of realizing the socialization of their own service management,and puts forward feasible preset functions.Local cadres retreat,competent departments,communities and other elderly service departments should coordinate,formulate practical paths from the aspects of systems,concepts,policies and talents,and focus on the key work of extending the work of veteran cadres to the grass-roots level in the new era,so as to provide guarantee for the socialization transformation of Local cadres retreat.This paper studies the transformation and development path of local cadre retreat from the perspective of social integration,and summarizes the ideas and practice of the transformation and development of local cadre retreat in Shandong Province,so as to provide reference and exploration for the transformation of local cadre retreat under the new development situation.Local cadres retreat should focus on the overall situation of economic and social development center and serving veteran cadres,summarize and refine the experience of serving the veteran,clarify the characteristics of their own party construction work,focus on the "four nearby field" work,comply with the trend of community-based service management of veteran cadres,and create an integrated development platform in the community that meets the needs of local veteran cadres.
