Retired cadres are witnesses,practitioners and witnesses of the revolution,construction and reform of the People's Republic of China.To do a good job of retired cadres management services,make them "The old are provided for,the old have a doctor,the old have something to do,the old have something to learn,the old have something to enjoy",fully enjoy the fruits of economic and social development,the sense of well-being,access,is in the economic and social development.The work of retired cadres "is not the center but affects the center;it is not the overall situation but affects the overall situation".Against the background of aging in the new era,the retired cadres are becoming less and less,and the retired cadres are becoming more and more,the principal contradiction of the structural change of retired cadres will be the main consideration of the next stage of management service.In addition,different health conditions,interests and hobbies of retired cadres lead to more and more diversified demands for management services.The previous management service model can no longer adapt to the development of The Times,and the work transformation and development of retired cadres have become the subject of The Times.President Xi Jinping proposed that "the work of veteran cadres should provide useful experience for the development of undertakings for the aged with Chinese characteristics".In January 2016,the general office of the CPC central committee and the general office of the state council issued the opinions on further strengthening and improving the work of retired cadres,which for the first time put forward the important judgment of "actively yet prudently promoting the transformation and development of retired cadres' work",making the transformation and development of retired cadres' work a national strategy.Bureaus for veteran cadres of local party committees have resolutely implemented the decisions and arrangements of the central committee,taken some measures and made some achievements in promoting the transformation and development of work.In practice,there is no unified answer as to how,what to turn in the face of transformation and development.The theoretical research on transformation and development also focuses on the summary and discussion of specific working modes and rules.Based on this,this article based on the retired cadre management practices,in line with the attitude of seeking truth from facts,through access to information,the methods of questionnaire investigation,interview investigation and comprehensive analysis of Jinan municipal bureau of retired veteran cadres,health commission,Human Resources and Social Security Bureau,statistic bureau,and so on related department data,draw lessons from the domestic experience retired cadres and retired personnel management services related practice abroad,taking Jinan retired cadres transformation development as the object of empirical analysis,closely around the structural change of retired cadres this major contradiction,about the practice,the existence question has carried on the qualitative and quantitative research,puts forward the transformation of development should adhere to the principles and to focus on security measures,In addition,maslow's hierarchy of needs theory,welfare pluralism theory,new public management theory,positive aging theory and other theoretical tools are used to theoretically explore the key path of transformation development.
