Guizhou Province has helped farmers in deeply impoverished areas to change their livelihood space through the relocation policy for poverty alleviation and relocation,so as to achieve the national requirements for comprehensively building a well-off society in resettlement areas with new infrastructure and relatively good livelihood space.Although the resettlers have fulfilled the policy requirements of‘two no worries and three guarantees’ through the conversion of livelihood space,the resettlement government has also implemented the follow-up assistance measures related to the ‘five systems’ to help the resettlers achieve subsequent sustainable development goals in the resettlement area.Based on the research ideas of the sustainable livelihood analysis framework,the author found through the analysis of the data collected in the resettlement site using questionnaires and interviews,although the resettlers realized the livelihood capital under the external assistance measures of the government and social assistance forces in the resettlement site.The increase in the stock has temporarily achieved an improvement in livelihood results,but it needs to be improved in stimulating the endogenous motivation of immigrants and improving the ability of immigrants to obtain external resources and transform resources.The specific manifestations are as follows: First,the slow process of government land rights confirmation and the incomplete interest link mechanism of land transfer funds cause damage to the natural capital of immigrants.Secondly,the lack of market competitiveness of the vocational skills training in the resettlement area leads to the low quality of immigrant employment,and the immigrant employment is insufficient due to the immigrant’s own low educational level.Affected by the local habitus of the original place,the immigrant cannot quickly adapt to the local production and living conditions in the new community,which makes it difficult to reconstruct the social relationship network based on the principle of exchange of interests.In general,immigrants have achieved rapid urbanization through the transformation of their livelihood space,and their physical capital has been improved in a short period of time.Coupled with national policy support and transfer payment funds,as well as various employment channels provided by the government for immigrants,immigrants have become more of financial capital increased in the short term.However,insufficient employment and limited income of immigrants,coupled with their limited financing channels and insufficient financing capacity,are not conducive to the improvement of the follow-up financial capital stock of immigrants.Therefore,it is possible to speed up the transfer of land to share cooperatives,improve the ability of enterprises to absorb immigrants’ employment,rationally arrange more market-competitive vocational skills training,build a better community order,improve the collective action capacity of immigrants,and rationally arrange immigrants’ housing structure to improve the community foundation Measures such as facility maintenance capabilities,broadening of entrepreneurial loan channels,improving immigration financing capabilities,building a balanced relationship between right,responsibilities and interests,and improving the fairness of transfer funds distribution,optimize the dimensions of immigrants ’ livelihood capital.Empowerment can stimulate immigrants’ endogenous motivation and help them proactively improve their ability to obtain external resources and transform resources to achieve the goal of sustainable livelihoods.
