| For the third consecutive year,the Central Government’s No.1 document clearly points out that the support for relocation communities should be increased,the cultivation of industries in relocation communities should be continued,and the employment support for relocated migrants should be carried out to ensure that migrants can achieve the goal of "gradually getting rich"."During the 13 th Five-Year Plan period,nearly 10 million poor people have been lifted out of poverty through the relocation policy,and more than half of the relocated population has been concentrated in urban communities through landless resettlement,away from the land factor,and their production and lifestyle have been transformed.The livelihood strategies of these groups are not only related to their own subsequent development,but also to the realization of the national relocation strategy.Based on the clarification of the meaning of landless resettlement,this study introduces the DFID sustainable livelihood theoretical framework for adaptation,analyzes the impact of the "landless resettlement" model on the livelihood strategies of relocated migrants through field research,and makes suggestions for policy optimization.The analysis of the livelihood strategies focuses on two dimensions:employment and industry.The study shows that:(1)the landless resettlement mode of relocation has changed the livelihood capital of relocated migrants and thus influenced their livelihood strategy choices;(2)the government’s institutionalized arrangement aims to increase the employment opportunities and industrial development capacity of relocated migrants by enhancing their livelihood capital,but ignores the benefit enhancement of land capital;(3)the livelihood strategies of relocated migrants are characterized by non-agricultural employment and industrial development.(3)the livelihood strategies of relocated migrants show a trend of diversification with differentiated choices of non-farm employment and development industries;(4)the livelihood outcomes of relocated migrants show a state of optimization and risk coexistence,and the follow-up support phase focuses on reducing livelihood risks.The dilemmas faced by the livelihood strategies of migrants in relocated communities studied in this paper are not only individualistic,but also have reference value for the situation of relocated migrants’ livelihood strategies in other regions under the landless resettlement model,and provide new ideas for the follow-up support of relocation.In the follow-up support,it is necessary to establish a sound employment and unemployment-related protection system,enhance the practicality of employment training,improve the land income of relocated migrants,and promote the development of collective community economy from the perspective of government institutionalization in order to promote the sustainable development of relocated migrants. |
