Abstract/Summary:
Fiscal transfer payment is an important policy tool for the central government to make up the local fiscal gap,and plays an important role in improving local basic public services,narrowing regional differences,and encouraging local governments to provide basic public services.In 2007,the State Council proposed the establishment of the intergovernmental transfers for resource-exhausted cities to improve their basic public services such as education health and infrastructure,to get rid of "Resource Curse" and to alleviate related historical issues.The basic public service supply is an important goal of the intergovernmental transfers for resource-exhausted cities.Whether high quality and efficient basic public services have been brought to resource-exhausted cities by this transfer payment as assumed has become the key criterion for the success of this financial transfer payment policy,as the amount of money and the transfer objects increasing.In addition,because the basic public service supply is the basis of the transformation and upgrading of industries in these cities,the efficient supply of basic public services is especially urgently needed in the context of promoting the capacity transformation of the resource-exhausted cities and the development of high-quality development.Therefore,based on the relevant literature and theory,this study focuses on the effect of intergovernmental transfer for resource-exhausted cities on the efficiency of basic public services,enriching the perspectives of the study of resourceexhausted cities and expected to provide empirical support for the comprehensive evaluation of the intergovernmental transfer.Besides,this study may provide reference for study of efficient use of this intergovernmental transfer for resource-exhausted cities.Based on quasi-natural experiment of intergovernmental transfer for resourceexhausted cities designated and implemented by the central government,this study discussed from following aspects: First,the relevant literature has been reviewed from three aspects including public service supply efficiency,the resource-exhausted cities and the influence of financial transfer payment on the public service supply.Based on the policy background of the resource-exhausted cities transfer payment,relevant basic theory and influence mechanism has been analyzed,laying the foundation for following empirical study.According to the definition of the basic public service and the goal of the resource-exhausted city transfer payment,the super efficiency SBM including undesired output has been used to the analyze efficiency of the basic public service supply of 76 resources cities,and then PSM-DID has been used to analysis the effect of this transfer payment on the basic public service supply efficiency in resourceexhausted cities.Finally,the triple difference method and mediating effect analysis has been chosen to further verify the impact mechanism of the resource-exhausted cities transfer payment towards supply efficiency of basic public services.The results show that:(1)According to the classification of resource types,the inefficient supply of basic public services is mainly found in the coal exhausted cities.(2)The implementation of the policy of intergovernmental transfers for resourceexhausted cities is significantly adversely affected the basic public service efficiency of the resource depleted cities.(3)The regional heterogeneity is found in the effect of transfer payment in resource-exhausted cities on the supply efficiency of basic public service.(4)The negative impact of transfer payment in resource-exhausted cities on local basic public services is more prominent in cities with larger government scale,and this transfer payment causes the fly-paper effect in local fiscal expenditure,making it difficult to overcome the "incentive trap".Based on this,this paper provides some policy implications:(1)The central government need guide the local government of resource-exhausted cities actively funds in the basic public service supply,and set up the comprehensive assessment of public service satisfaction.(2)Deepen the reform of the fiscal system and improve the system of transfer payments for resources-exhausted cities;(3)Improve the demand expression,democratic decision-making and supervision and anti-corruption mechanisms for the use of transfer payments for resource-exhausted cities.
