Study On The Relationship Course Between Government And Social Work Institutions From The Perspective Of Life Cycle

In the new era,faced with a series of profound changes such as the deepening of China’s economic reform,the government’s self-innovation and the rapid transformation of social structure,the development trend of promoting the government to purchase public services from the society is very rapid.In order to speed up the implementation of the separation of politics and society,it has become a hot issue in the research of government purchasing public service to clarify the relationship between government and social work organizations.Based on this,this paper takes the public cultural service project of L town as an example,and conducts an in-depth study on the development process of the relationship between government and social worker organizations in the purchase of public services and the factors influencing the process change.The author collected relevant data since L town cultural center project self-support by means of participatory observation and interview,and extracted the materials by means of qualitative research,in an attempt to present the micro-interactive process between government and social worker organizations.In the process of research,it is found that the change of the relationship between government and social worker organizations in the purchase of public services has obvious periodical characteristics,which are affected by the staged organizational goals,value standards and other factors of both parties,and both parties will adjust their behavioral strategies according to such relationship characteristics.In this process,the two sides have both cooperation and conflict,both control and resistance.In conclusion,in the process of government purchasing public services,the relationship between the government and social workers organizations is not a single static relationship,but a dynamic and diversified one.With the progress of the purchasing service projects,the relationship between the two shows obvious periodical characteristics.Therefore,this paper focuses on the life cycle theory of organizational research,combines the embedded perspective,resource dependence theory and multiple welfare theory,and focuses on the relationship between government and social worker institutions from project approval to project operation.Based on the case of L town cultural center project,it is concluded that during this period,government departments and social workers experienced three relationship processes: exploratory stage,control stage,resistance stage and symbiosis stage.Then,according to the three different stages,the factors affecting the change of the relationship between the two sides were discussed in depth,as well as the behavior strategies of the government and social worker institutions.Based on the case of L town cultural center project,it is concluded that during this period,government departments and social workers organizations experienced three relationship processes:exploratory stage,control stage,resistance stage and symbiosis stage.Then,according to the three different stages,the factors affecting the change of the relationship between the two sides were discussed in depth,as well as the behavior strategies of the government and social worker organizations.Through the research,it is found that the goals and values of the government and social work institutions determine the behavior patterns of both parties,and the "collision" of different behavior patterns affects the direction of political and social relations in different stages.In the case study of L town cultural center,after the legitimacy crisis in the early stage of the project,both political and social parties can finally go beyond their own organizational interests and return to the common goal pursuit of the project itself,which is a dynamic and complex relationship process.Finally,this paper puts forward relevant suggestions for social work institutions.That is to define the behavior boundary of the organization and reach agreement with the government as far as possible on the restriction mechanism of organizational objective and organizational function;Build inclusive dialogue mechanism to achieve information symmetry between the two sides of the project;Return to policies and contracts for purchasing services and form a benign institutional relationship based on public welfare.It is hoped that this will provide ideas and Suggestions for the government and social workers in the new interactive relationship won by the Chinese communist party in cooperation,reflect on the goal orientation,action strategies and judgment criteria of influencing the actions of the two sides,establish a positive dynamic relationship between the two sides,and finally achieve the goal of smoothly promoting public service projects.
