Study On Model Of Government Purchasing Social Work Service In The View Of Governance Theory

Chinese society is currently at the critical stage of reform,with various social conflicts emerging and intensifying constantly.In the purpose of resolving social conflicts,Chinese government learns from the experience of western countries and purchase public service from community organizations.By purchasing social service,our government no longer intends to take complete charge of providing social service.With expertise and knowledge in social work,some competent community organizations are chosen and funded by the government.They provide specialized,diversified social work services for individuals,groups and organizations.By loosening its control over this field,the government can achieve the goal of constructing a harmonious socialist society and accelerating the transformation of governmental functions.Chinese government mainly purchase social service in two ways—post purchase and project purchase,the second of which being the focus of this thesis.Project purchase refers to a special institutional system in which the government entrusts professional community organizations with social work service project and pay them a certain amount of commission.According to the relationship between government and entrusted organizations as well as the competitiveness of purchase procedure,this thesis divides such purchase into three categories,namely dependent non-competitive purchase,independent non-competitive purchase and dependent competitive purchase.From the perspective of governance theory,this thesis will select some typical cases from three purchase types.By analyzing the effect of each purchase type,the existing problems and restricting factors,some suggestions will also be proposed.After cases analysis,this thesis found out that,to some extent,dependent non-competitive purchase makes up for the government's insufficiency in providing social service.However,this purchase type also indicates that community organizations are over-dependent on government.In comparison,dependent non-competitive purchase can not only satisfy the public's diversified demands,but also constantly improve the service level of community organizations.However,open bid is not adopted in dependent non-competitive purchase,which means that it addresses neither the problem of equality nor that of fair competition.While independent competitive purchase can help the government lower cost when buying services and ensure the quality and efficiency of service because it introduces a third party evaluation mechanism.However,this type of purchase can easily lead to problems such as little cooperation between government and community organization as well as vicious competition among community organizations.When purchasing social service,the problems existing in related parties and the ways of purchase are the two main factors impeding the development of purchasing social service by government.In order to complete the practice of government's purchasing social services,for one thing,government and community organizations should make joint effort,for another thing,the purchase procedure should be perfected,a level playing field be established and monitoring and evaluation system completed.Furthermore,media and the public should also play their roles in effective community supervision.
