Research On Balanced Development Policy Of Primary And Secondary Education Of Yanchi County

Yanchi county belongs to south region of Ningxia,integrations of mountains,poverty,farming and poultry,once determined as "one of the world’ s most unsuitable places for human habitation”by UN.The standard of its education obviously lags behind compared with national level.The phenomenon of unequality between urban and rural areas and schools is very prominent.This deviates from education justice and restricts the harmonious and stable development of Yanchi county.How to make up the piece of "shortboard" of education in Yanchi is particularly important and urgent.Centred on education justice,public goods and basic public service equalization theories are applied into education in Yanchi county,using research methods of documents study、questionnaire survey、case studies,etc,analyzing the major problems of educational policy in yanchi based on its current educational situation.The study completely analyzes policy theory、policy system、content of policy and policy evaluation to propose suggestions for promoting education balanced development in Yanchi county in four aspects,including raising the economic base of Yanchi county,perfecting policy guarantee system,formulating equalization policy mechanism,setting up a correct concept balanced development in education..This thesis attempts to closely follow the educational public policies of China and Ningxia,highlights the representativeness and objectiveness of the research object,scope and data,and makes the research results true,reliable and practical.Its suggestions show the practical value and significance.
