The balanced allocation of primary and secondary schools’ teacher resources within acounty is the primary problem and premise condition of achieving a broader range ofbalanced allocation of teacher resources. The thesis takes county which is a relativelyindependent operation as the research field, takes the most prominent problem of teacherresources’ allocation---urban and rural and interschool as the research objects, takes theoryand questionnaire as the main research methods, preliminarily construct the operatingmechanism of balanced allocation of primary and secondary schools’ teacher resources,hoping to have something for our country’s institutional reform and innovation of teacherresources allocation.This research is according to the logical structure of theoretical guidance, problemanalysis, reason exploring, pattern construction and mechanism operating. Firstly, expoundsthe basic foundation of balanced allocation of primary and secondary schools’ teacherresources within a county with relevant theories of management and economics and policiesof the balanced development of compulsory education. Secondly, analyzes reasons of themisallocation of teacher resources through parsing the allocation’s status and problems inurban and rural and interschool, then obtains the conclusion that the misconduct of the fourinfluencing factors---government, schools, teachers and marker is the internal force ofmisallocation. Thirdly, analyzes and repositions the four influencing factors and constructs thepattern of balanced allocation of primary and secondary schools’ teacher resources which issuited for a county. Lastly, puts forward effective operation ways and the correspondingmeasures to solve difficulties that may occur during the mechanism operating.
