| China’s population ageing situation is severe,and the basic pension insurance system is facing an unsustainable challenge.In order to meet this challenge,the government has put research and formulation of a progressive retirement policy on the agenda.Judging from foreign reform experience,delaying retirement will cause social unrest if it is unfavorable.Therefore,if we want to ensure the smooth implementation of the policy,we should take the initiative to study,explore the realistic resistance to delaying retirement,and take targeted measures.In view of this,this study uses “resistance” as the starting point.Based on the literature and qualitative research,taking the on-the-job workers aged 40 and above and various enterprises in Beijing as survey objects to investigate their attitudes and willingness to delayed retirement,and uses the quantitative analysis methods of descriptive statistical analysis and regression analysis to study the resistance of on-the-job workers and employers to delayed retirement,and further analyzed the causes of resistance,put forward countermeasures to reduce resistance.Studies have found that the resistance to delayed retirement comes from the following three levels:(1)The institutional level.The current labor market policies are difficult to provide for the continued employment of middle-aged and older workers and cannot provide policy support for delayed retirement.On the other hand,the current pension insurance system lacks incentives and fairness,and cannot provide a good institutional environment for delayed retirement.In addition,the phenomenon of early retirement makes delaying retirement even more difficult.(2)The employer level.Age discrimination and misconceptions are common in enterprises,and the value of senior workers to the company is ignored;Then,most companies do not pay attention to provide training for senior workers,and the compensation and benefits and performance evaluation systems also lack incentives to mobilize senior workers to continue working;Finally,delaying retirement will increase the employment risk of enterprises,but currently companies generally do not have the workrelated injury insurance,so they are unwilling to provide a platform for older employees to continue working.(3)The staff level.Affected by traditional ideas,some senior workers expect to retire early in order to enjoy their leisure time;some believe that they are the burden of the times and society and are unwilling to delay the retirement age;and some are limited by their own qualities and have difficulty adapting to work.Finally,the article puts forward countermeasures and suggestions from the three levels of the government,the employer,and the employed workers to reduce resistance. |
