| “Employment is pivotal to people’s wellbeing.”General Secretary Xi Jinping made new important arrangements for employment work in the report at the 19th CPC National Congress,aiming to achieve higher quality and better employment.The report also indicates“Improve the vocational education and training system,deepen the integration between industry and education as well as school-enterprise cooperation.”Employment quality has become an important issue for researches on vocational education.As an important part of vocational education,the employment rate of technical school graduates has been maintained at a high level.The government and schools pay high attention to the employment rate,however,are the technical school graduates accessible to high-quality employment?This research analyzes the factors which affect the employment quality of technical school graduates in the context of integration between industry and education.Meanwhile,on the basis of drawing on some previous researches and referring to the international authoritative organizations,such as the International Labor Organization,on the content of employment quality,this research builds up an evaluation index system by using the Method of Documentary Analysis,the Delphi Method and the Method of Analytic Hierarchy Process,and determines the relevant weight factors.On this basis,it makes investigation on graduates and employment staff from 50 technical schools in Guangdong as well as some cooperating enterprises,analyzes and discusses the current situation of the employment quality of technical school graduates in Guangdong,and reaches a conclusion of a positive progress for the employment quality of technical school graduates.At the same time,it analyzes the major existing problems and relevant reasons,including:limited advantage of the graduates among job competition,low salary upon employment,instability of employment,low rating by some employers,unfavorable working conditions,poor experience of job achievement,limited opportunities of job training,inadequate ability of sustainable career development,etc..By making investigation in the aforesaid problems,this research aims to discuss the role assignment of the employment stakeholders(the government,enterprises,schools,and students)in improving the employment quality,and attempts to establish effective implementation strategies to improve employment quality of the technical school graduates,which include:the government is to offer financial support,to implement policies and measures to secure job stability,to improve supporting systems for the labor market,to encourage closer cooperation between schools and enterprises,to optimize the industrial structure,and to improve the guaranteeing measures for government legislation;the enterprises are to improve employment mechanism,to strengthen staff training,to promote integration between industry and education,and to enhance connection between schools and enterprises;the schools are to set up professional alert system and long-term job-tracking system for graduates,to build“dual-qualified”integrated teaching team,to set up multi-party participation system for skill competitions,to offer and increase career guidance,to promote the construction and communication of employment information portal,and to explore and create employment opportunities;the graduates are to enrich their professional knowledge,to participate in and improve social practice abilities,to build up proper values on employment,and to adjust employment anticipation.As to the innovation and implementation of school-based employment management service based on the long-term integration between industry and education and school-enterprise cooperation,this research mainly proposes to build an“internship-employment-training”interacting mechanism,to create a community of shared future for integration between industry and education,to conduct a joint training between schools and enterprises for vocational abilities,and to establish a third-party evaluation mechanism for employment quality. |
