Research On The Supporting Role Of Universities In The Western Region In The Construction Of Regional Innovation System

Building an innovative country is an important strategic measure related to the overall situation of modernization construction,and also a strategic choice to enhance the comprehensive strength of the country and improve the international competitiveness.Improving the ability of independent innovation is the core element of building an innovative country,and the national innovation system is the key link and important support to improve the ability of independent innovation.The regional innovation system with its own characteristics and advantages is an indispensable part of the national innovation system,and also the key to improve the ability of independent innovation.As one of the important subjects of the regional innovation system,colleges and universities play an important supporting role in the regional innovation system.With the increasing importance of regional innovation system for regional and even national competitiveness,how to find the right position,enhance the innovation ability and give full play to their own advantages to promote the construction of regional innovation system has become a hot issue of scholars’ attention.At present,because the basic and leading role of universities in the construction of regional innovation system in the western region has not been fully played,there are still many problems in the regional innovation system in the western region,affecting the promotion of regional independent innovation ability.Therefore,it is urgent to strengthen the supporting role of Universities in the construction of regional innovation system in the western region,so as to promote the overall promotion of regional innovation ability.In this study,the combination of quantitative and qualitative research methods,interviews,comparative analysis and other research methods are used.Firstly,based on the definition of innovation,regional innovation system,colleges and universities and other related concepts,the theory of regional innovation system is systematically analyzed.Through literature analysis,colleges and universities play a role in talent supply,knowledge innovation,technological progress and construction in the construction of regional innovation system Innovation environment.Secondly,it analyzes the current situation of the regional innovation system in the western region,the supply of resources of the western universities,the role of the western universities in the construction of the regional innovation system,the problems existing in the supporting role of the universities and the reasons.The research results show that the western universities are rich in human resources,abundant in scientific research resources and remarkable in scientific research achievements,which is the construction of the regional innovation system It provides certain talent,material and technical support.However,the supporting role of universities in the construction of regional innovation system in the western region is still insufficient,which is reflected in the shortage of high-level talents,the lack of knowledge innovation ability,and the low availability of scientific and technological achievements.The main reasons for these problems are the unreasonable layout structure of colleges and universities,the insufficient investment in scientific research funds,the lack of coordination and cooperation between colleges and universities and other innovation subjects,the ineffective role of government guidance,and the imperfect incentive mechanism of collaborative innovation.Then,the paper analyzes the effect of universities in Silicon Valley and Beijing on regional innovation system,and summarizes the experience and Enlightenment of universities in regional innovation system construction,such as increasing human capital stock for the region,actively and closely connecting with other innovation subjects,and enhancing the transformation power of scientific and technological achievements.On the basis of the above analysis,it is proposed that the supporting role of western universities in the construction of regional innovation system should be strengthened from the following aspects: increasing the support of scientific research funds,introducing talents with multiple measures,stabilizing talents retention,improving the benefit distribution and incentive mechanism,establishing the technology transfer and training mechanism,building a multi-agent innovation platform,encouraging the collaborative innovation of scientific researchers,and improving the scientific research evaluation system.In this paper,colleges and universities as a starting point,in-depth analysis of its role in the construction of regional innovation system,and the selected research object is the western underdeveloped areas,with a certain degree of pertinence.However,due to the relationship between capacity and length,this study takes colleges and universities as a whole,does not classify them,and lacks the analysis of the differences in the supporting role of different types of colleges and universities.
