The aging population in our country has gradually emerged from the end of the 20 th century.Today,the aging situation is becoming more and more serious.With the rapid development of the social economy,people have higher and higher expectations for a better life.How to establish and improve the pension insurance system,strengthen the pension fund raising mechanism,how to improve the scientific and rationality of pension management services,so that people at every level and every group of the society can enjoy relatively fair and reasonable pension treatment,and then promote pension insurance Career development and healthy development have become an important issue.Looking back on the development history of China’s insurance business,unlike developed countries in Europe and America,China’s pension insurance business started relatively late.It can be traced back to the mid-to-late 80 s of the last century,and it has only been about thirty years until now.Insufficient awareness of the cause,coupled with economic factors,political factors,national institutional mechanisms and other factors,especially the impact of policy factors,makes China’s pension insurance put great pressure on the national economy and finance.China’s pension insurance development is slow and the situation severe.For example,pension insurance cannot make ends meet;policies are not unified,and the "dual track system";poor management and operation of pension insurance funds.Among them,one of the biggest problems reflected by the society is the legacy of the pension system after the implementation of the "dual-track system",as well as the phenomenon of unsound policy mechanisms reflected in the implementation of pension insurance.These intangibles have caused the occurrence of social injustice.Although the state is also macro-controlling and trying to narrow the gap in pension benefits through institutional integration,we should also see that since the implementation of the pension insurance system,there are still unfair pension benefits for the group of teachers and staff in private college.As an important part of national higher education,private colleges and universities,like public colleges and universities,implement national education and train applied talents for the country to serve the local regional economy.Private colleges are only in social organizations because they are different from the sponsors of public colleges and universities.It is determined that it is a private non-enterprise unit,and there is no reasonable classification of pension insurance policies.The implementation of pension insurance does not consider its organizational attributes,so that the fair principle of social security is not well reflected.Taking Shaanxi private universities as an example,all private universities in Shaanxi are basically included in the unified management of enterprise urban employee endowment insurance,and enjoy the national basic pension insurance treatment as the urban employee of the enterprise.After investigation and further verification,the current endowment of teaching staff in private universities in Shaanxi Province The main problems of insurance are: regulations and systems are not perfect;the role of the supervision and management mechanism is not obvious;the specific policies of pension insurance are not uniform;and the occupational characteristics and organizational attributes of college teachers and staff do not match.The problems in the implementation of insurance are very representative.This article will combine the countries overall pension insurance implementation policy,taking Shaanxi private universities as an example,through the design of Shaanxi private universities;pension insurance system,pension funding mechanism,channels,handling services and government participation in supervision and management.In-depth analysis of the current status of the pension insurance for teaching staff in private universities in Shaanxi Province,and put forward corresponding countermeasures to solve the problem. |
