Research On The Supplementary Endowment Insurance Of Private Colleges In Chongqing

Supplementary Endowment Insurance System is an additional insurance established on the basis of social basic endowment insurance,the second pillar of endowment security system,and an important part of endowment insurance system in China.In recent years,in order to further develop the supplementary endowment insurance system,improve the level of endowment insurance for teachers in private colleges,stabilize the ranks of private teachers,and promote the stable development of private higher education.The government pays more and more attention to the problem of endowment insurance in private colleges.It has issued a series of policies to promote the development of endowment insurance system for teachers and workers in private colleges.The main focus is to supplement endowment insurance.Through a questionnaire survey of teachers and workers in Chongqing Private Colleges and a survey of a private college in Chongqing,this paper finds that there are many problems in its operation and development,such as unclear top-level design,lack of local policy support,slow development and narrow coverage,insufficient tax preferential policy support,and low return rate of annuity fund.Further analysis found that the causes of these problems,mainly due to the government,system design,private colleges and private colleges teachers and other factors.In view of these reasons,this paper puts forward countermeasures and suggestions to promote the supplementary endowment insurance in Chongqing Private Colleges from the aspects of reforming and improving the pension system,strengthening the supervision of supplementary endowment insurance,expanding the fund accumulation,strengthening the policy publicity and reasonably designing the pension scheme.
