Affected by objective factors such as economy,geographical location,and natural environment,the equalization development of urban and rural compulsory education in Qinghai Province faces various challenges.This article mainly studies the equalization development of urban and rural compulsory education in Qinghai Province.The main contents involved are as follows:First,this paper defines the basic categories of "urban,urban,and rural",compulsory education,and equalization of compulsory education;reviews the public product theory,education fairness theory,and overall urban-rural development theory related to compulsory education equalization research in Qinghai Province theory.Secondly,the characteristics of sparsely populated regions,complex geographical locations,and multi-ethnic settlements in Qinghai Province have an important impact on the balanced development of compulsory education in Qinghai.Therefore,this paper analyzes the general situation of Qinghai Province.Analysis of resource input situation,Qinghai Province’s urban and rural compulsory education resources,especially school conditions and investment in education funding have increased significantly,and the increase in teacher input is not large,in large part because the government can control such conditions as school education and education funding.Waiting for the "hardware" input,but affecting the "software" resource input such as teachers,there are human factors in addition to the government’s own efforts.In addition,Qinghai Province’s urban and rural compulsory education resources have appeared as "cities(towns)crowded and rural idle".Thirdly,it analyzes the level of equalization of urban and rural compulsory education resources input in Qinghai Province.This paper believes that the equalization of schooling conditions for urban and rural compulsory education in Qinghai Province has not increased significantly.The level of equalization of faculty in urban and rural compulsory education in junior middle school hasstrengthened but is still not high,while the level of equalization of faculty in urban and rural compulsory education in primary schools is not high and has not changed much.The difference in the funding of compulsory education between urban and rural compulsory education in Qinghai Province is very small.Although the degree of equalization is high,the gap between the funding for compulsory education in urban and rural areas is widening.It is necessary to prevent the equalization of compulsory education funding in Qinghai.The phenomenon of “crowded resources in cities(towns)and loose resources in rural areas” will increase the inequality of compulsory education resources in urban and rural areas in Qinghai.This paper also uses DEA(data envelopment method)to analyze the "input-output" efficiency measurement of urban and rural compulsory education resources in Qinghai Province.After empirical analysis,the conclusions are as follows:(1)The "input-output" efficiency of the urban and rural compulsory education resources in Qinghai Province is inefficient,causing a waste of urban and rural education resources and hindering the development of compulsory education in Qinghai.(2)The technical efficiency of rural compulsory education resources is far lower than that of urban(town)compulsory education.(3)The inefficient “input-output” efficiency of urban and rural compulsory education resources in Qinghai is mainly caused by the inefficiency of pure technology.(4)The pure technical efficiency of “input-output” rural compulsory education resources in Qinghai is lower than that of cities Town)compulsory education resources "input-output" pure technical efficiency.Finally,from the aspects of rationally planning the school distribution,establishing and improving the supervision mechanism,alleviating the phenomenon of “crowding in cities(towns),idleness in the countryside” and increasing investment in education,the author proposes an equalization development path for urban and rural compulsory education in Qinghai Province.
