Study On Government Purchase Social Work Bidding Standardization

Social work service has a long history in occident,the relevant laws and systems such as the “Poor Law”(1601)continually promulgated,which promoted the continuous development of the ideas and methods of social work to solve social problems.In the 1980 s,developed countries in occident began to implement government purchase of services.After years of development and operation,government purchase has been widely used in engineering,construction,services and other aspects,it actually has become an important way for the government to improve the level of public services.With the rapid development of economy and society,China implemented government purchase services,the national and local governments have continuously introduced favorable policies for the development of social work,and social work services have been implemented all over China.Since 2008,Z city has learned from developed countries in occident in purchased social work services through public bidding.For so many years of practice,it has been exploring and improving relevant systems and procedures.While accumulating some experience,it also has some non-standard phenomenon,through every person concerned and every single process.In recent years,Z city improved it by many ways,which has made the government purchasing social work services much more standard.This paper takes the bidding and tendering of government purchasing social work services in Z city as an example,combines with the author’s more than five years’ practical work experience,tries to summarize the nonstandard phenomenon,the causes and the influences,try to give some solving suggestion,provides some reference experience for other places.The framework of the paper can be summarized into five parts.The first part describes the research background,purpose and significance,and introduces the research ideas,methods and related concepts.The second part introduces the bidding policies and procedures of social work services of Z city municipal government.The third part focuses on the analysis of the problems,influences and causes of the government’s purchase of social work services from the perspectives of system,purchaser and bid evaluation experts,expound the nonstandard phenomenon in the process of bidding.The fourth part puts forward corresponding suggestions to standardize the government’s purchase of social work services.The fifth part is the summary part,which summarizes the samples and references that can be provided for other regional governments to purchase social work services.
