| As an important part of the university power structure,the academic power of university teachers is the key to the academic ecological construction of the academic organization.In real life,the academic power of university teachers is not exercised in a standardized manner,especially with the development of information technology,such events are exposed from time to time on the Internet.It will continue to affect the development of university teachers and even university academics directly or indirectly.So under the background that the state attaches great importance to power regulation and the inherent requirements of the academic community for the exercise of academic power norms,the research on the reasonable legal regulation of academic power of university teachers has research significance and value.In order to prevent the abuse of university teachers’ academic power and promote the construction of a harmonious campus with strong academic atmosphere,this study is supported by the theory of human nature hypothesis,norm theory and power restriction theory.For the problem of improper exercise of academic power,a case analysis method was used to summarize the specific performance of university teachers’ unauthorized exercise of academic power.At the same time,the relevant reasons were combined with the interview method.Based on the analysis of the causes of university teachers’ academic power anomie,an attempt was made to construct a university teacher academic regulatory path of power.Firstly,this paper analyzes the source of university teachers’ academic power and concludes the connotation of university teachers’ academic power,including the decision-making power of teaching and scientific research matters.It is specifically determined by the power to choose teaching content,the power to choose teaching methods,the power to evaluate teaching objects and the power to declare project,the power to use scientific research funds,and the power to publish research results.Secondly,through the analysis of the 12 relevant policies and regulations of the country,the anomie behaviors of university teachers’ academic power should be summarized,and then based on the Ministry of Education,China Judgment Document Network,Natural Science Foundation Committee,Pengpai News Network and Justice Network,etc.The 106 cases were exposed on the website were analyzed and combined with interviews to grasp the unauthorized performance of the academic power of university teachers in China.In addition,it found that it was mainly manifested in the arbitrary selection of teaching content,the subjective evaluation of teaching objects,and the power to use research funds privatization and utilitarianization of the right to publish research results.Thirdly,because of interviews and the support of the humanity hypothesis,the analysis of internal and external related influencing factors found that there are subjective reasons for the weak academic awareness and weak power concept of some university teachers,as well as the institutional loopholes and external academic supervision of internal academic institutions.The objective reason for the absence of the mechanism.Finally,with the help of normative theory and power restriction theory,relevant regulatory paths are proposed.The first is self-restraint from the level of university teachers’ own academic awareness and power concept,which is mainly manifested by enhancing teachers’ academic awareness and strengthening teachers’ concept of power.The second is to tight control of the source of power anomie at the level based on the school’s internal academic system,which is manifested in weakening the rigid requirements of academic assessment and correcting the deviation of academic evaluation guidance.The third is to do a good job of early warning of anomie on the level of the supervision mechanism of academic power,which mainly includes the improvement of power control between levels and the improvement of external legal supervision. |
