University organization exists in human society nearly one thousand years, and played a leading feature of social progress."Academic freedom, university autonomy"is the universal principle and core value of the University.Maintain reflection, critical and independent judgments character, prompting universities to establish their own unique social value is the direction of China’s university reform, and the basic survival of the university.This study based on higher education and public management research perspective and framework, adopt the expertise of institutional economics and organizational sociology, clearly defined the basic concepts of academic power, use institutional change theory and cultural capital theory to explain the formation and practice of academic power in university organization. Systematically expounded the university system’s "knowledge-power" characteristics, and academic power structure and function, based on the academic power of the history of university organization changes and realities of the proposed organization of the University’s academic problems in the practice of power, and try to Construction of the power-led university academic organization system.This study suggests that the university organization is a field of knowledge production, knowledge of advanced field knowledge is the main cultural capital, it should be based on profound knowledge of university organization capital formation in this culture as the leading academic authority;University of institutional arrangements that affect the relationship between knowledge and power system occurs media, institutional change is the essence of power and interests of the transfer and redistribution, namely, the redefinition of power;Evolution of the university system has its own internal logic, and evolution of the University to follow the internal logic embodies the external environment and adapt to the constant balance between the needs, this balance makes the university system to change in the stability;Western University of production and the change process, academic power in the University System has been an important force, although the government, the market gradually increase the impact of the university, academic strength is still effective checks and balances has been the key; Chinese universities are is a transfer from abroad in the West,"in the body of the West with " its guiding ideology of the West from the outset, the lack of the academic spirit of the university system in the formation and development concept by the impact of national education, university closely linked to national interests, the academic spirit of the failed, weak academic, academic attached to the political, the University of knowledge out of the logic of survival;Who formulate rules and allocation of resources, the academic focus of the management of power game. Review of academic institutions is the exercise of academic scholars and teachers, an important form of power, but also rules in the academic management and allocation of resources in an important institution.But the survey shows that the current executive control through the acquisition of academic awards and academic council, academic council institutions as the end of party power, to follow the logic of power rather than academic logic;Chinese university of organization, the system effectively establish, in addition to nurture the spirit of knowledge and academic knowledge, but also to make up for institutional shortcomings.On the one hand, universities need to establish an independent position of the main body, by cultivating the spirit of academic independence and improve the level of academic research to strengthen the authority of the rational power of knowledge; the other hand, to create a good institutional environment, given the full autonomy of university education, while formal academic power gradually and systematically, the academic council of the institutions to strictly limit the composition of the academic organizations to fully reflect the academic interests and the construction of academic power of checks and balances to prevent abuse of academic power.
