At present,the central government ’s comprehensive deepening reform measures are gradually deepening,economic growth has shifted from a high-speed to a moderate-speed growth track,and economic and social development is showing a “new normal”.Therefore,how to provide a new growth engine for economic and social development has become a subject worthy of study.Talent has been the most precious resource from ancient times to the present,and it is an inexhaustible motive force for promoting regional economic development.The western county-level cities are far behind the eastern coastal economically developed areas in terms of talent quantity,quality,training,use and retention due to their inherent disadvantages such as lack of resources,backward economy,and remote transportation.These problems have caused the western region to fall into economic The predicament of lack of sustained motivation for development makes it very important and even more urgent to do a good job in talents.For a long time,academic circles have specifically discussed and studied county-level talent policies,and there are relatively few results that can be used for reference,but this also highlights the research value of county-level talent policies.In the research of this article,it is mainly composed of six parts: The first part is the introduction.The research background,significance,ideas and methods are described,and the current research status is analyzed through literature review.The second part is the basic concepts and theoretical basis.Clarify the relevant concepts of county-level cities,talents,and talent policies,and elaborate the relevant human capital theory,talent flow theory,and two-factor theory.The third part,taking County H as an example,elaborates the basic situation of talent policy and the structure of talents in H County.Using questionnaires and data analysis,it analyzes that the county’s talent policy has weak talent management institutions,and the talent policy is systematic and comprehensive.Problems such as insufficient planning,insufficient treatment of talents,insufficient attractiveness of policies,and poor training of talents.The fourth part analyzes the causes of the problems in the talents policy of H County based on the current situation,including the relatively natural geographical environment,underdeveloped economy,the lack of attention to talents work,and the lack of incentives and safeguards.The fifth part is to learn from the successful experience of talent policies in other county-level cities in China.The sixth part,put forward the optimization countermeasures.Put forward measures to optimize talents policy in County H,including deepening the party’s management of talents,strengthening the ability to "introduce,nurture,retain,and use" talents,build a model for recruiting,retaining,and continuing training,and broaden channels for recruiting talents Optimize the talent environment,do a good job of talent service,etc.,provide talent support and intellectual security for decisive victory,poverty alleviation,and overall well-off,and help achieve the goal of sustainable economic growth in the region.
