In recent years,many cities across the country have issued "new policies for talents",adopting measures such as "relaxing household registration","granting subsidies","providing apartments for talents" and "providing guaranteed loans for start-ups" to attract and retain college graduates,setting off a nationwide "war for talents" among cities,which has attracted wide attention from the society.With the introduction and implementation of the talent introduction policies for college graduates in various cities,the academic circle has increasingly studied the talent policy for college graduates,and the evaluation of the attraction level of urban talents has increasingly attracted the attention of scholars.The talent attraction of a city is composed of objective attraction and policy attraction.At present,few studies have made a clear distinction between the objective attraction and policy attraction of cities,and most of them tend to mix the two and analyze the talent attraction from the perspective of the overall attraction from the perspective of the city's economic development level and objective development conditions.However,compared with the objective development conditions of cities,college graduates pay more attention to the talent policies issued by cities for college graduates when they choose their work places.Therefore,it is necessary to correctly evaluate the attractiveness of the city's talent policy for college graduates,and timely check and fill in the gaps to enhance the city's competitiveness.Through collecting the talent policies of college graduates in large and medium-sized cities across the country,this paper sorted out and screened the talent policies of college graduates in 12 cities with high degree of homogeneity as the research object,and briefly analyzed the current situation of the competition of college graduates in each city.On the existing research both at home and abroad and the related theory on the basis of the analysis summary,according to the situation of the college graduates fine-tuning,build the college graduates talent policy is absolutely attractive and college graduates talent policies relative attractiveness of college graduates talent attraction evaluation framework,collect,sort out the relevant indicators of statistical data,establishing city talent attraction evaluation index system for college graduates.This paper use SPSS 19 for data processing and using factor analysis method to dimension of relevant variables,the objective attractiveness and cities in the 12 college graduates talent policy absolutely attractive evaluation formula,according to the formula to calculate the 12 city college graduates talent policy definitely attractive and objective attractive points,12 cities are obtained college graduates talent policy relatively attractive points,respectively,in 12 cities,according to college graduates talent policy definitely attractive and college graduates talent to evaluate the relative appeal,to reach 12 city college graduates talent attraction evaluation results.Study shows that the policy is absolutely attractive roughly can reflect a city's absolute appeal,in the policy design,the leading role of money generated cannot be ignored,but the objective attractive weaker city still can through to develop a good college graduates talent policy,to make up for congenital deficiency of objective conditions,raising the level of college graduates talent attraction in the city.Finally,based on the above research results,put forward for improving the reality of city college graduates talent policy design advice,specific include:the objective development of poor city must pay attention to college graduates talent policy,higher levels of college graduates talent policy can appeal to a certain extent,make up the lack of objective and attractive,more quickly improve city to attract college graduates;Cities committed to the introduction of college graduates need to proceed from the objective reality of the city,the living subsidies,house purchase subsidies and entrepreneurship support policies and other contents in the policy text to be clear and detailed provisions for college graduates to understand and so on.In the end,the paper points out the deficiencies in policy text collection and policy data extraction for college graduates,and looks forward to the possible research directions in the future.
