With the deepening of globalization,the global connectivity is constantly strengthened,and there are more and more exchanges and interactions between countries and regions,which brings the dividend of cooperation.At the same time,all kinds of resources are gradually sharing,which brings the crisis of competition.There is no doubt that human resources are important strategic resources and the driving force of innovation.The highland of talents has become an inevitable place for economic and social development and progress.Among many types of talents,skilled talents are an important part of the talent team,and also an important intellectual support for the continuous advancement of a country’s and a region’s modern industrial process and the continuous transformation and upgrading of old industries.In order to understand the current development situation of skilled talents in Kuiwen District and better serve the regional economic development and enterprise production,the author summarizes the relevant academic research at home and abroad to understand the research status at home and abroad;This paper combs the policies and regulations supporting the development of skilled talents at the national level and Shandong province level to understand the development environment of skilled talents;From the perspective of government agencies,starting from the labor and employment situation of Kuiwen District,this paper investigates and analyzes the characteristics,structure and mobility of skilled talents in Kuiwen District,and grasps the current situation of trainees,enterprises and training institutions participating in vocational skills training and their expectations for vocational skills training.By analyzing the situation of population flow,fixed assets investment and industry salary in Kuiwen District,the demand for vocational skills training in Kuiwen District is reasonably predicted.It is found that there are some problems in the vocational skills training work of Kuiwen District,such as the poor effect of policy implementation,the insignificant role of adjusting and optimizing the structure of skilled talents,the low social attention of vocational skills training,the lack of industry norms in training institutions,and the lack of teachers in training institutions.By summarizing the advanced experience of Hangzhou City,Zhejiang Province,Suyu District,Suqian City,Jiangsu Province,Qingdao City,Shandong Province and other domestic areas,this paper analyzes and compares the regional policies and the actual effect of vocational skills training,and puts forward the following suggestions:creating a social atmosphere of "general and Vocational equality",establishing a government led standardized management mechanism,integrating the training system,improving the quality of training,and improving the quality of training The construction of a reasonable and effective evaluation system of skilled talents is in line with Kuiwen District’s regional economic and social development planning and the needs of enterprises.It provides an important reference for all walks of life in Kuiwen District to transport application-oriented talents with strong professional technology and high skill quality,and to promote the adjustment and upgrading of Kuiwen District’s industrial structure.
